The project is subject to the Pennsylvania Prevailing Wage Act, requiring payment of prevailing minimum wage rates as promulgated by the Secretary of Labor and Industry.

The project is federally or state-assisted construction financed through Rural Development, triggering federal compliance requirements including Executive Order 11246 equal employment opportunity provisions, affirmative action plan requirements, and special bid conditions. All contractors and subcontractors must comply with Pennsylvania prevailing wage requirements, state licensing, insurance requirements (including Commercial General Liability with minimum limits of $2,000,000 per project aggregate and $1,000,000 per occurrence, automobile liability of $1,000,000, and umbrella coverage of $10,000,000), performance and payment bonds equal to 100 percent of the contract sum, and various statutory requirements including E-Verify employment verification, Act 127 public works employment verification, criminal background clearances, and child abuse history certifications. Bidders must demonstrate financial capability, experience with similar Pennsylvania public school projects within the last five years, and the ability to self-perform at least ten percent of construction work. Contract time is measured in calendar days from the notice to proceed, and liquidated damages of $2,000 per day apply to the General Construction Contract and $1,000 per day to all other contracts for delays beyond scheduled milestone and substantial completion dates.
