About this file

This document is the Instructions to Offerors and Evaluation Plan for Request for Proposal (RFP) 26-260330 issued by Paulding County School District (PCSD) in Georgia for the construction of Transportation Restroom Facilities. The project consists of constructing two free-standing masonry buildings, each approximately 544 square feet, at Panter Elementary School and Scoggins Middle School. The RFP follows a competitive sealed proposal process under O.C.G.A. 36-91-21(c), and proposals must be submitted through the PCSD Bonfire Interactive Portal by the deadline specified in the Request for Proposal Invitation. The project will be awarded to the responsible and responsive offeror whose proposal is determined to be most advantageous to PCSD based on stated evaluation factors. A pre-proposal conference may be held at a date and location to be announced. The contract will be executed using AIA Document A101-2017 as the standard form of agreement, with AIA Document A201-2017 governing general conditions.

The evaluation process is multi-phase, with non-cost factors evaluated first, followed by cost evaluation only for proposals scoring 70% or higher on non-cost criteria (368 of 525 possible points). Non-cost evaluation includes prior experience with K-12 school projects (150 points), project approach and logistics (125 points), team qualifications (125 points), and offeror overview including safety records and litigation history (125 points), for a non-cost subtotal of 525 points. Cost (225 points) is evaluated using a lowest-price formula. Contractors may be selected for interviews and presentations (up to 150 additional points), and best and final offers may be requested. All proposals must include a 5% bid bond, vendor questionnaire, references, Georgia Security and Immigration Compliance documents, and non-collusion affidavits. The successful contractor must provide performance and labor and materials payment bonds equal to 100% of the contract sum, appropriate insurance coverage, and submit background checks on all employees and subcontractors prior to work commencement. Major subcontractors in concrete, masonry, HVAC, plumbing, electrical, roofing, flooring, and demolition must be identified and approved by PCSD.
