About this file
This is a Notice of Intent to Award a Contract Without Engaging in a Standard Procurement Process filed by the Utah Department of Transportation (UDOT) Procurement Division. UDOT seeks to procure four Radiodetection 7200 Package units with Rechargeable Battery Packs from California Surveying & Drafting Supply through a sole source procurement. The justification for this non-competitive award is based on the determination that this is the only locator device available that can detect fiber optic lines at depths exceeding 20 feet, meeting UDOT's operational requirements. UDOT conducted market research by contacting alternative vendors including Grainger and Vermeer Mountain West, both of which confirmed maximum locating depths of only 20 feet. The procurement process includes a public notice period during which other interested and qualified providers may submit challenges with documentation demonstrating competing sources that meet or exceed the specifications. If no valid challenges are received following the publication period, UDOT Procurement may proceed with the contract award without competition.
The estimated total term cost for this procurement is $32,060, with an additional freight cost of $120 delivered to destination. The procurement will result in a UDOT Agency Contract; however, the document does not specify the contract term or renewal options. UDOT Procurement has confirmed that no personal, financial, or fiduciary relationships exist between the requesting unit and the vendor. The requesting unit may not execute the procurement until the solicitation process is completed and the contract is signed by all parties including the vendor and UDOT Procurement. Interested parties must submit complete responses to the notice containing the provider name and detailed documentation of competing sources during the publication period; direct contact with the requesting unit is prohibited.

UDOT Procurement
NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT
PROCESS
UDOT Procurement is publishing this notice pursuant to the Utah Procurement Code. The Requesting Unit submitted this form to UDOT Procurement claiming that it intends to award a contract without competition if it is determined by UDOT Procurement, in writing, that:
• there is only one source for the procurement item;
• transitional costs are a significant consideration in selecting a procurement item; or
• the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit.
In the subsequent pages the Requesting Unit has identified its justification for pursuing this process.
Determination of Other Interested Providers
The intent of this notice is to determine if there are any other interested and qualified providers that meet the specifications of this notice. Any such providers must submit the following information:
• The name of the provider; and
• A detailed explanation of the challenge, including documentation showing that there are other competing sources for the procurement item.
In addition, a provider should include:
• Documentation that the provider can provide a comparable or better procurement item that meets or exceeds the specifications;
• Documentation that the provider can also provide the same proprietary procurement item or an equivalent procurement item;
and
• If transitional costs are identified as the justification for this notice, submit a cost comparison of the identified transitional costs with the provider’s anticipated transitional costs.
Regardless of any prior communications with UDOT Procurement or the State, all providers interested in responding to this notice must submit a response to this posting containing complete responses to all of the information requested above.
DO NOT CONTACT THE REQUESTING UNIT. Any questions regarding this notice, including obtaining additional information, must be obtained through UDOT Procurement during the publication period. No action is required if you agree with this Notice.
If, after the public notice period has passed, UDOT Procurement determines that there are other interested and qualified providers that meet the specifications of this notice; UDOT Procurement will not award a contract pursuant to this notice.
If, after the public notice period has passed, no valid challenges have been received, then the UDOT Division of Procurement may award a contract to the identified vendor without competition.
Please read the entire form very carefully before responding to this notice.
