7.0 Specific Tasks

The Contractor shall implement the CAP that has been approved by the CVRWQCB. This includes all tasks and requirements stated within the CAP, with the exception of the Operational Rebound Test. The contractor should thoroughly review the CAP at the link provided in Section 2.0 of this Statement of Work.

Task 1 – System Design and Permitting

This task includes preparing a Final Remediation Plan (FRP) with design drawings and specifications.

The FRP shall also include a health and safety plan (HASP) and updated schedule. Task 1 also includes acquiring the Bay Area Air Quality Management District (BAAQMD) Authority to Construct and Permit to Operate, Napa County Department of Public Works (NCDPW) drilling permits, and the Napa County building permit (electrical), and coordinating with PG&E to restore electricity to the power pole located near DPE-5. The Contractor shall be responsible for acquiring all permits and coordination with PG&E associated with this task. All permit fees shall be borne by the Contractor, at no additional expense to the Government.

The Contractor may determine that vegetation removal is necessary at the Site. Before any vegetation is removed, the Contractor shall provide the COR with a written description of planned vegetation removal activities, and the type and location of all vegetation to be removed. The Contractor shall proceed with vegetation removal activities only after receiving approval of the COR. All vegetation removal must comply with all Federal and State regulations.

Task 2 – Well Installation

This task includes drilling and installing 13 soil vapor extraction (SVE) wells and 20 air-sparging (AS) wells. Oversight shall be performed by a licensed professional geologist, and drilling shall be performed by a California C-57 licensed drilling contractor. Following drilling, the newly installed wells will be developed and surveyed to establish top of casing elevations, latitude, and longitude. Following drilling activities, a well installation report shall be prepared and provided to the COR for review and approval.

Immediately upon approval, the Contractor shall submit this report to the RWQCB.

The Contractor shall perform characterization necessary for disposal of investigation derived waste (IDW). All analyses shall be performed by an analytical laboratory certified by the State of California for the analyses performed. The Contractor shall prepare necessary documentation associated with waste disposal (e.g., hazardous waste manifests) for review and signature by a Government representative. The Contractor shall pay the costs of IDW disposal at no additional cost to the Government.

Task 3 – SVE/AS System Installation

This task includes installing the SVE blower and AS air compressor, aboveground conveyance piping between the SVE/AS equipment and the wellheads, system controls and valves, and connecting the equipment to the nearby PG&E power supply.

Task 4 – SVE/AS System Operation

This task includes oversight of the remediation system, and operation and maintenance site visits on a weekly basis, or as outlined in the Final Remediation Plan, during the base period of operations. The Contractor shall provide all materials, parts, and labor needed to ensure the remediation system operates at least 95 percent of the time, at no additional cost to the Government. The Contractor shall perform periodic monitoring required by applicable permits, including any necessary laboratory analyses. All analyses shall be performed by California-certified laboratory. Quarterly remediation status reports including the monthly emissions testing results for the BAAQMD are also included in this task.

The Contractor shall characterize and dispose of residual materials generated during remediation system operation consistent with the requirements described under Task 3.

The Contractor shall begin Task 4 no later than September 14, 2022.

Task 5 – Groundwater Performance Monitoring

This task includes performing one baseline monitoring event during the third calendar quarter of 2022, and semi-annual groundwater performance monitoring events to be performed within the first and third calendar quarters of each year of system operation. Each groundwater performance monitoring event shall include sampling 19 monitoring wells, and collecting two surface water samples from Lake Berryessa. Groundwater samples shall be analyzed for site constituents of concern and biodegradation parameters. Surface water samples shall be analyzed for site constituents of concern. All analyses shall be performed by a California-certified laboratory.

The Contractor shall characterize and dispose of IDW consistent with the requirements described under Task 3.

Task 6 – Routine Groundwater Monitoring

This task includes performing semi-annual groundwater monitoring events to be conducted during the second and fourth calendar quarters of each year of system operation. These routine monitoring events are similar in scope to the performance monitoring events described in Task 5 but include additional analyses and reporting requirements to comply with Monitoring and Reporting Order R5-2012-0800.

The Contractor shall characterize and dispose of IDW consistent with the requirements described under Task 3.

8.0 Regulatory Compliance

As part of the remedial effort, routine regulatory reporting shall be included by the Contractor under Tasks 4, 5, and 6. This regulatory responsibility will belong to the Contractor by Agent designation for as long as cleanup contract is active.

Current reporting and monitoring efforts are specified in the technical reporting order R5-2012-0800, referred to as the monitoring and reporting plan (MRP). The MRP R5-2012-0800 specifies that semiannual reports will be submitted by August 1 and February 1 respectively. Current reporting is performed by Reclamation. The Contractor may continue to use the existing report format, or a new report format may be developed that meets the specifications and quality assurance contained within sections 3, 8 and 9 of the MRP, subject to approval by the Government. The reports shall be signed and certified by a registered California professional in accordance with section 7 of the MRP. Reports will be uploaded into the State’s Geotracker website to meet regulatory deadlines.

Refer to Section 4.6 of the CAP for water quality objectives (i.e. cleanup objectives), sampling frequency, and analytical methods.

Prior to construction of any new groundwater monitoring or extraction wells, and prior to destruction of any groundwater monitoring or extraction wells, with prior approval from Reclamation, the Contractor shall submit plans and specifications (Final Remediation Plan) to the CVRWQCB for review and written approval. Once installed, new wells shall be added to this monitoring program and shall be sampled and analyzed according to the schedule below (Section 9 – Schedule). Reclamation will be provided electronic copies of all reports made to the CVRWQCB prior to submittal.

9.0 Schedule
