Questions and Responses

Question Number Question Response

For the wells (SVE and AS) below the historic water level (green flag stake), does the contractor need to make sure they can still operate under water? This would be assuming the water levels could potentially rise in the near future. We discussed on-site but there was no clear answer.

All wells shall be installed with top of casing elevation no lower than 444 feet relative to mean sea level (msl). The ground surface elevation at the ‘green flag stake’ was determined by a third- party surveyor to be 440 feet msl. The Government has not verified the accuracy of the elevation determination.

2 Several AS locations are on sloped areas of the site. We are assuming drilling at these locations will need to be conducted in a safe manner, potentially incurring additional labor to make it safe for drilling crews to access.

Bidders are directed to describe any proposed earthwork or construction in their proposal. Earthwork and structural work require Reclamation approval prior to implementation.

3 What type of fencing will be required for security of the site? Temporary fencing, post driven panels, or slots/screen. The contractor can add fencing along the lake shore to fully enclose the site from any access from the lake.

The Contractor shall be solely responsible for the effectiveness of security fencing installed by the Contractor, notwithstanding any requirements listed in the PWS or these responses to bidder questions. Any maintenance, repairs, improvements, corrections, or replacement required to ensure the effectiveness of security fencing

4 Per the CAP, Section 4.3.1, a temporary security fence is required to prevent theft or vandalism.

What is the required height and material for the fence?

5 Is there a specific material to be used for the security fencing?

shall be made by the Contractor at no additional cost to the Government.

The security fence shall enclose the remediation system, wells, and associated piping and appurtenances on all sides. The security fence height shall be a minimum of six (6) feet and shall extend to ground level with no more than a 2-inch gap between the bottom rail and the ground surface. The fence top rail elevation shall be no less than 444 feet msl at any location.

The fence shall be steel chain-link fabric secured to driven steel posts with top and bottom rails. No barbed wire is required.

Dark-colored privacy slats shall be installed into the chain link fabric to obscure visibility of the remediation system enclosure interior.

6 How high does the security fence need to be and does it require barbed wire?

At what lake elevation will the security fence terminate?

8 Per the CAP, Section 4.2.3, SVE wells are to be developed. Well development is typically not conducted on SVE wells. Please confirm whether this should be included.

Development of SVE wells is not required.

9 Per the CAP, Table 4, SVE well casing is to be 4-inch diameter. Per the CAP, Section 4.2.2, SVE well casing is to be 2-inch diameter. Which is correct?

SVE well casing shall be 2-inches in diameter.

10 Is there a fire hydrant and/or potable water on site for large quantities of water required during drilling and/or emergency? If we are permitted to utilize the on-site potable water, do we have permission to use cones to prevent vehicles from driving over the hose or the hose couplers or fittings?

Potable water at the site is limited in quantity and availability. The Contractor shall provide any water required for its construction activities.

11 Is there a clean water source (i.e. fire hydrant or hose bibb) at the campground that can be used to fill a 500 gallon water trailer?

12 In what format will historical site data, well survey information and base maps be provided upon award (Microsoft Access/Excel/GIS/CAD)?

Top of well casing elevations and latitude/longitude data are available for existing wells in Excel format. No base maps or CAD drawings are available.

Will the Bureau of Reclamation (USBR) require any environmental permitting prior to the start of system construction besides the permits outlined in the CAP?

Reclamation will arrange for environmental clearances that are specific to the Bureau of Reclamation or Department of the Interior.

Permits required from other agencies, including but not limited to air pollution control, state or regional water quality control, building departments, and the state or local fire marshal are the Contractor’s responsibility.

What are USBR’s requirements for installing a propane tank?

All work, including but not limited to construction, mechanical, electrical work, fuel storage, grading, and stormwater control shall comply with all applicable regulations, codes, and ordinances.

Do electrical wires connecting SVE/AS solenoid valves to the system control panel need to be run inside electrical conduit?

The power and control system wiring must comply with all applicable electrical codes.

For the sake of safety and neatness, cables that aren’t in conduits should be secured to solid objects (such as pipes or stanchions).

Will the USBR allow vegetation clearance as needed for health and safety reasons (i.e. ticks and fire hazard abatement)?

No vegetation is to be removed for any reason without Reclamation’s prior approval.

The Contractor shall remove from the site and recycle any cleared vegetation at no additional cost to the Government. Burning of cleared vegetation either on site or off site is prohibited.

Will USBR require restoration of disturbed vegetation (i.e. repairing ruts and reseeding grasses)?

The Contractor shall restore disturbed areas to their original condition to the extent practicable, considering changes made for remediation system features. Disturbed vegetation shall be reseeded using a mix of native grasses. The Contractor will use a seed mix specified by the Lake Berryessa Field Office. The Contractor shall maintain reseeded areas until vegetation is established.

The Contractor is responsible for soil erosion and runoff control during construction and operation in accordance with applicable regulations.

No vegetation is to be removed for any reason without Reclamation’s prior approval.

What is the maximum square footage USBR will allow for a temporary fenced lay down area outside the bounds of the proposed security fencing?

A flat area approximately 40 feet by 60 feet will be available adjacent to and northwest of the existing concrete pad. The Contractor shall coordinate the details of staging/laydown area location and orientation with the Concessionaire. The Contractor shall be solely responsible for security of materials and equipment within the staging/laydown area.

Does conveyance piping require pipe supports or can it be laid on the ground?

The Contractor shall install conveyance piping in accordance with applicable codes and regulations, and consistent with good engineering practice. Notwithstanding, the Contractor is responsible for ensuring the mechanical and structural integrity of all materials and equipment it installs. Repair of breakage is considered maintenance and shall be performed at no additional cost to the Government.

Do the SVE blower, AS air compressor, and thermal oxidizer need to be fully enclosed, sound proofed, and staged on concrete secondary containment?

Noise levels collected at the remediation system fence line shall not exceed 85 decibels (dB) at any time. The 24-hour time-weighted average noise levels at the remediation system fence line shall not exceed 70 dB.

During the time period between May 1 and September 30, the remediation system shall be shut down between 5 pm Friday and 8 am Monday. The weekend shutdown periods will not be included in system uptime calculations.

Will construction of a concrete pad to support some of the SVE/AS equipment be required since the proposed diesel tank pad was determined to be not usable?

The SVE/AS system shall be constructed on a concrete pad and secured as needed to comply with applicable codes, including seismic. At a minimum, any equipment that contains or handles liquids (with the exception of SVE conveyance piping) shall be placed within secondary containment.

Is remote monitoring of the SVE/AS system required?

The Contractor may employ methods it deems appropriate for collection of data that is needed to document system operations, assess performance, and comply with permit reporting requirements. Remediation system up time will be calculated from SVE blower chronometer readings and calendar date/time.

Can the poly tank farm area and its contents be utilized?

The Contractor may utilize equipment within the fenced area that contains the poly tanks.

The Government does not represent that any equipment within the fenced area is suitable for any purpose. The Contractor shall use such equipment at its sole discretion and risk. The Contractor may not utilize the fenced area for storage, construction, or operating purposes.

What is the air flow specification range for the thermal oxidizer?

The Contractor shall determine the equipment sizing, including air flow rates, as part of its design, in conformance with the CAP and PWS.

The electrical source for the new equipment will be coming from a power pole with a pan at the top. An osprey calls it home at the moment. Is there any special considerations the contractor needs to observes when PG&E hooks up for temporary power?

Osprey (Pandion haliaetusare) are protected under the Migratory Bird Treaty Act, and by California Department of Fish and Wildlife (CDFW) and U.S. Fish and Wildlife Service (USFWS) regulations. Activities specific to connecting power from the PG&E power pole to the remediation equipment shall be performed outside of the nesting season (between September 1 and February 28).
