About this file

This document is a Sole Source (Including Brand Name) Justification for a federal contract with Resonant Sciences for B-2 RAZR Programming and Maintenance. The contract is for specialized services related to a radar cross section (RCS) measurement system for B-2 composite flight control surfaces, valued between $750K and $15M. The primary objectives include evaluation and integration of the RAZR system, development of functional operations (FUNOPS), system relocation to a new facility at Hill Air Force Base, and familiarization training for Air Force personnel.

The contract will span from May 2025 to May 2026, with services including system evaluation, software integration, data collection, performance verification, and technical training. Resonant Sciences is identified as the sole source provider due to their proprietary software, unique system knowledge, and status as the original equipment manufacturer (OEM). The justification notes that no other vendors were found capable of performing these specialized services, and a sources sought notice on SAM.gov yielded only one unqualified response. The contract is being awarded through the Air Force Materiel Command (AFMC) with simplified acquisition procedures under statutory authority AFFARS 5313.501.

IV. Statutory authority permitting other than full and open competition.

AFFARS 5313.501 - 10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901)

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The B-2 RAZR is a radar system utilized for measuring the radar cross section (RCS) of B-2 composite flight control surfaces. The RAZR system was procured by AFLCMC as part of the University of Dayton Research Institute (UDRI) contract Order # and was delivered to Hill AFB in Nov 2024. It uses proprietary software specific to the OEM for the development of functional operations (FUNOPS) that must be compatible with existing MRK V government files (see the attached Data Rights Assertion Table for the basic contract). Additional FUNOP programing and government employee familiarization will be required for verification of B-2 flight control surfaces. Specialized knowledge and proprietary data rights for the RAZR software will be required to perform initial evaluation and setup. B-2 RAZR will be relocated to a new facility and will require specialized services for the determination of where to deploy the pylon, the RAZR system, and verification of RAZR performance in the new facility.

Specialized knowledge of the B-2 RAZR system, components and access to proprietary data rights for the RAZR software will be required to perform these services and meet the needs of the government. Therefore, this acquisition is for performance of a highly specialized service.

Resonant Sciences is the designer and manufacture of the RAZR system. In a letter dated 2 October 2024 Resonant Sciences confirmed they're the only service provider that provides the "uniquely qualified" maintenance and services for the RAZR and radar systems. Uniquely qualified maintenance and services encompasses the work described in the paragraph above and the SOW, all of which requires access to the proprietary RAZR software. Resonant Sciences does not authorize any third party service providers, and services completed by anyone other than OEM could result in potential damage of the RAZR. The Resonant Science B-2 RAZR performs B-2 Pylon radar analysis that require FUNOP programing. Resonant Sciences is the OEM of the RAZR and the only company capable of performing FUNOP programing.

The government does not possess the organic capabilities to service the B-2 RAZR and the OEM is currently the only service provider with the uniquely qualified capabilities. There are currently no Adaptable Zonal Radar options that do not have an OEM proprietary rights required for service. The B-2 RAZR demonstrated the best value to the government at the time of procurement with a cost of approximately $ Another vendor was identified for a similar system, with a price of approximately $ Due to the purchase of the B-2 RAZR on contract Order # and as described in section two above, Resonant Sciences is the only vendor capable of performing the requirements of this contract. Award to any other company that does not possess the specialized knowledge of the B-2 RAZR would potentially result in damage to the existing government equipment, that may lead to replacement of parts or the need of replacement to the entire system. Additionally a government contract is

March 2023 CONTROLLED UNCLASSIFIED INFORMATION Page 6 of 7March 2023 CONTROLLED UNCLASSIFIED INFORMATION Page 6 of 7 currently being established for the sustainment of other Resonant Sciences RAZR systems. It is expected that the sustainment of the RAZR system at Hill AFB will be accomplished with this pending contract. Award of the services such as initial RAZR setup, FUNOP programing, and relocation to the Composite Aircraft Antenna Calibration Facility (CAACF) to any other company that does not possess the specialized knowledge of the RAZR could result in damage to the system and compromise the continuity of services provided for the RAZR systems across multiple installations.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

IAW FAR 5.201(a), a sources sought (FA822724Q5006) was posted on SAM.gov from 9/3/2024 to 9/18/2024 in an effort to identify additional sources. The source sought included a statement of work listing the requirements needed to accomplish this effort. Only one vendor (BHPE LLC) replied to the source sought, and they are unable to demonstrate the specialized skills required for this effort. Their response lacked any specific information related to the requirement and did not showcase in their response that they have the capability nor skills to accomplish the work outlined in the requirement. No additional vendors were identified, and the CO determined there was no reasonable expectation that additional vendors with the qualified skills and data rights access to the RAZR software would provide a quote to a solicitation for this requirement.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The following steps will be taken to ensure that the anticipated cost of this acquisition will be fair and reasonable. The Contracting Officer will comply with the procedures and criteria contained in Federal Acquisition Regulation (FAR) under Part 30 - Cost Accounting Standards, Part 31- Contract Cost Principles and Procedures, Subparts 15.4 - Contract Pricing; to include technical evaluations and audits, as appropriate. Additional steps to ensure price reasonableness will be under the guidance of the Contract Pricing Reference Guides, jointly developed by the Federal Acquisition Institute and the Air Force Institute of Technology. The Final Step is to include the Price Negotiation Memorandum (PNM). This detailed documentation and justification of price reasonableness will be disclosed in the official PNM, to be prepared upon completion of negotiations.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Internet searches were conducted using google, and a search for Electronic and Precision repair and maintenance. No companies were found that showed the capabilities to perform these services. Government Databases including GSA advantage and DLA troop support were searched for potential contracting vehicles with no new potential options being identified. A sources sought (FA822724Q5006) was posted on SAM.gov from 9/3/2024, closed 9/18/2024 which had only one response that was not capable performing the services for this effort. The government SME contacted Resonant Sciences who is a known source of services, and they provided a full capability statement as well as documentation showing they are the sole source provider of these services.
