About this file

This document is a Supplemental Request for Proposal (RFP) issued by the Oregon Child Nutrition Cooperative (OCNC) to add additional products to their current Broadline Distributor contract. The RFP is seeking pricing on specific products listed in Attachment F, which will be made available to all OCNC members statewide through the current distributor, Sysco. Manufacturers are required to submit product information and pricing to Sysco by December 29th in order to be considered. The supplemental RFP fulfills OCNC's procurement requirements to add new products to the approved bid list for their member districts.

The pricing and availability of the proposed products will be determined based on the anticipated annual purchasing volume from OCNC member districts. Manufacturers are not bidding directly, but rather submitting their information through Sysco, the current Broadline Distributor. The successful products will be available upon completion of the RFP protest period and Sysco's notification of availability. OCNC is accepting submissions for alternate "equal" or "like" products, which should also be sent to Sysco prior to their deadline.

OCNC

REQUEST FOR PROPOSAL

SUPPLEMENTAL ITEMS TO BROADLINE RFP

2 - 1: Questions, Errors and Clarifications

December 15, 2022

Question 1:

For the Supplemental bid, are you only looking for the products listed on the Spreadsheet?

(Attachment F)

Answer 1:

That is correct.

Question 2:

So, we would need to sell these items to Sysco vs directly to the district?

Answer 2:

For products to be available to all OCNC members (statewide) for delivery, they would need to be able to pass through Sysco, the current distributor for OCNC. The supplemental RFP fulfills our program procurement requirements for pricing and to add products to the approved bid list currently available through Sysco.

Nothing would prevent a district from documenting pricing to receive product through another method, that just wouldn’t apply to the OCNC pricing agreements.

Question 3:

Other than the items listed in attachment A, are we allowed to offer additional items for the Co-Op to consider?

Answer 3:

The Supplemental Request for Proposals 2023.1, is intended to add products not already approved for the Broadline Distributor that districts have committed to use. District commitments generate an anticipated annual volume of purchasing to justify contract pricing and determine stock or special order status with the distributor.

Question 4:

Manufacturers are not bidding this direct, it will be submitted through Sysco, correct?

Answer 4:

Correct.

Question 5:

I see that the form and nutritional information is due to OCNC by 1/2. Do these need to be sent to Sysco as well, or just the Co-Op at this point?

Answer 5:

Forms and information may be sent to both info@ocnc.org and the Sysco contact Andrea Williams, andrea.williams@sysco.com

Question 6:

What is the delivery date of this RFP? Is it to round up the current SY (i.e. 6/30/2022) or is it for SY 23-24 (i.e. 7/1/2023 – 6/30/2024)?

Answer 6:

Upon completion of the RFP protest period the items will be available upon Sysco’s completion and notification of availability.

Question 7:

After reading the answer you have posted to question number 3, I read it that we do not need to submit pricing prior to the bid closing for like items, is that correct?

Answer 7:

Manufacturers that would like to propose alternate “equal” or “like” products should send product information and pricing to Sysco prior to their deadline (December 29) to respond to the Request for Proposal. This will allow Sysco to provide requested information on Attachment F, as listed on page 10, item 8.
