About this file

This Request for Quotations (RFQ) is issued by Monterey-Salinas Transit District (MST), a public transit agency serving a 159-square-mile area across Monterey County, Northern San Luis Obispo County, and Southern Santa Cruz County in California. MST seeks qualified actuarial consultants to provide actuarial services for the agency's self-insured workers' compensation and liability programs. The scope of work includes estimating outstanding losses (including allocated loss adjustment expenses) as of June 30, 2027, projecting ultimate limited losses for fiscal years 2027/28 and 2028/29, projecting losses paid during those same periods, and affirming compliance with GASB Statement No. 10. The deliverable will be a written report designed for non-actuarial audiences with a technical section supporting all conclusions. Proposals must be submitted electronically through MST's Bonfire eProcurement Portal by Wednesday, December 2, 2026 at 5:00 p.m. PST, with a question submission deadline of Wednesday, November 18, 2026 at 12:00 p.m. The contract will be effective January 1, 2027 through December 31, 2028 (two years), with MST holding the option to extend for two additional two-year terms. All proposers must be registered as vendors on MST's procurement website and must provide cover letters, firm information, project approach and schedule, qualifications and references, a minimum of three examples of relevant written work (with at least one from a local government entity, preferably another public transit agency), and a cost proposal using the provided form.

Evaluation will be conducted on a best-value basis considering both quality and cost, with the contract anticipated to be awarded to the lowest responsible and responsive proposer. Proposer offers must remain valid and irrevocable for ninety days after the quotation due date. No specific pricing information, set-asides, or incumbent contractor information is detailed in the RFQ. All costs associated with proposal preparation, including materials, labor, travel, and presentation expenses, are the responsibility of the proposing firm. MST reserves the right to accept or reject any or all proposals, cancel the solicitation, issue subsequent requests for quotations, postpone the opening, remedy technical errors, approve or disapprove subcontractors, and waive informalities in the bidding process to the extent permitted by applicable law. Upon contract award, all proposals become public record except for elements marked as trade secrets under California Government Code Section 6254.7.

SCOPE OF SERVICES

MST is seeking quotations from qualified Actuaries to provide actuarial services for its self-insured workers’ compensation and liability programs. The goal of the study will be to estimate the outstanding liabilities for the workers' compensation and liability programs and project ultimate losses for the upcoming year. MST requires an actuarial study once every two years.

The scope shown below is for work as of June 30, 2027. The work will provide:

• Estimate Outstanding Losses. Estimate outstanding losses (including allocated loss adjustment expenses [ALAE]) for each fiscal year as of June 30, 2027. The estimated outstanding losses are the cost of unpaid claims. The estimated outstanding losses include case reserves, the development of known claims and IBNR claims. ALAE are the direct expenses for settling specific claims.

Estimated outstanding losses shall be shown on a full-value basis and a discounted basis.

The present value shall reflect future investment income earned on funds held to pay losses.

• Project Ultimate Limited Losses for 2027/28 and 2028/29. The projected ultimate limited losses are the accrual value of losses with accident dates in 2027/28 and 2028/29, regardless of report or payment date. The amounts are limited to the self-insured retention.

The projected future losses will be shown on a full-value basis and a present-value basis.

• Project Losses Paid during 2027/28 and 2028/29. The projected losses paid are the claims disbursements during 2027/28 and 2028/29, regardless of accident or report date. The amounts are limited to the self-insured retention.

• Affirm GASB Statement No. 10. Provide a statement affirming the conclusions of this report are consistent with GASB Statement No. 10.

These actuarial services will result in the production of the following deliverable:

The conclusions of the work will be in a written report for MST. The report will be designed to be easily understood by non-actuaries. It will contain a technical section with sufficient information to support all conclusions and facilitate future analysis
