About this file

This document is a set of answers to questions submitted by a vendor regarding an informal solicitation issued by the Nevada Department of Public Safety for the maintenance and repair of an emergency generator and transfer switch located at the Nevada DMV-Elko office in Elko, Nevada. The solicitation is for a four-year contract to provide annual maintenance and testing of the existing Kohler generator and Onan automatic transfer switch, as well as non-emergency diagnosis and repairs, and 24/7 on-call emergency repair services within a 2-hour response time. Vendors are required to provide their labor rates and specify their qualifications, experience, certifications, and insurance coverage to perform this work. A site walk can be coordinated with the Elko Shop Supervisor to answer any additional questions.

The scope of work covers any non-emergency repairs or maintenance related to fluid leaks or mechanical issues due to normal wear and tear, outside of the scheduled annual maintenance. Vendors are to quote their standard labor rates for this work. There are no set-asides or incumbent information provided, and the funding source is not specified.

Answers to Questions Submitted to 65DPS-S1591

1. You are looking for a Onan ( Cummins ) ATS rather than the Kohler. Is that correct? Do you have any bid spec. like voltage, single or 3 phase, with a housing and exhaust?

a. To clarify, this is for maintenance and repair of our existing on-site emergency generator (Kolher Model: 100R0ZJ81) and transfer switch (Onan ATS Model: OTECC-1936668). The Onan transfer switch was recently installed to replace an obsolete ATS unit. It is a 3 phase system, but I would need to get verification of the lead-in voltage.

2. Where is this site? Also the SOW is pretty basic, so is this just for emergency repairs and service as requested? I don’t see what we are supposed to quote other than providing our labor rates etc.?

a. From the scope of work attachment in the bid, the generator and transfer switch are located at 3920 E. Idaho St in Elko Nevada. This is the location of the Nevada DMV- Elko office. You are quoting for the rate and specifying the ability(insurance, experience, and any certifications) to perform annual maintenance and testing of the Kolher emergency generator and Onan transfer switch to maintain operational readiness at this facility. You are also quoting for the labor rate for any non-emergency diagnosis and repairs which may arise outside of normal maintenance. Finally you are quoting the rate and specifying the ability(insurance, experience, and any certifications) of 24/7 On-Call for emergency repairs of the generator and transfer switch within a 2 hour time frame.

3. Is it possible to get additional information on what non-emergency repairs or maintenance is required in the bid that Cashman is expecting to provide. Example: I have attached Cashman’s scope of work for preventive maintenance that we complete for other State of Nevada generators/Transfer Switchs.

a. Scope of Work - Any non-emergency repair and maintenance work would be related to fluid leaks or mechanical repairs due to wear and tear that does not fall under normal scheduled maintenance.

4. Contract terms: What is the length of the contract? (Example: 1-year, 2-year, 3-year, or 4-year)

a. This solicitation is for four-year contract.

5. Site Walk: How do we set up a site walk?

a. Site Walk – The Elko Shop Supervisor Greg McCluskey (775-753-1260) will be available to escort The Cashman Equipment representative for the Site Walk. And should be able to answer questions.
