About this file
This is a Justification and Approval (J&A) document for a sole source contract modification for the USS HARPERS FERRY (LSD-49). The Navy's Southwest Regional Maintenance Center is adding a new work item to an existing contract with National Steel and Shipbuilding Company (NASSCO) for $2,176,920.85. The specific work involves replacing the Lower Crankshaft for the Number 2 Ship's Service Diesel Generator (SSDG) in the ship's Auxiliary Machine Room, which was identified as a critical repair after the initial contract package was locked.
The work is scheduled during the ship's Fiscal Year 2025 Selected Restricted Availability (SRA) from 28 July 2025 through 16 October 2026, with an estimated 95 days of work (90 days production and 5 days testing). The modification is being processed as a sole source action under 10 U.S.C. 3204(a)(1), with justification based on NASSCO's unique positioning as the current shipyard contractor, potential cost savings of approximately $304,768.92 by avoiding duplicate support services, and the critical nature of the repair for the ship's operational capability. A sources sought notice was published, receiving five inquiries, but NASSCO remains the recommended sole source contractor.

2. DESCRIPTION OF THE ACTION BEING APPROVED:
Sole source contract action is to add one (1) New Work Item at a Firm Fixed Price to National Steel and Shipbuilding Company (NASSCO) under N00024-25-C-4422, USS HARPERS FERRY (LSD-49) Fiscal Year 2025 (FY25) Selected Restricted Availability (SRA).
Work Item to be incorporated: 311-22-018; Number 2 Ship’s Service Diesel Generator (SSDG) Lower Crankshaft Replacement; accomplish
3. DESCRIPTION OF SUPPLIES/SERVICES:
a. New Work Item 311-22-018; Number 2 Ship’s Service Diesel Generator (SSDG) Lower Crankshaft Replacement; accomplish
b. Total Estimated Value: $2,176,920.85. Funding will be FY25 OPN (TYCOM funded).
c. The window of opportunity to accomplish the work is 28 July 2025 through 16 October 2026.
The USS HARPERS FERRY (LSD 49) FY25 SRA start of the availability begins 28 July 2025 with a Delivery Date of 16 October 2026. Estimating a total of 95 days to accomplish the work:
90 days of production work and 5 days of testing.
d. The Government’s minimum needs have been certified as complete and accurate by the technical and requirements personnel.
4. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN
COMPETITION
The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 – this authority applies in those situations where the supplies or services required by the agency are available from only one responsible source, or, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. This availability is the last opportunity to complete this upgrade prior to deployment and this work is needed to fulfill required operational capability.
5. RATIONALE JUSTIFYING USE OF CITED STATUTORY AUTHORITY.
Request for Contractor Change (RCC) 1N was written in order to accomplish the replacement of the Lower Crankshaft for the Number 2 Ship’s Service Diesel Generator (SSDG) in the Auxiliary Machine Room Number One (5-43-0-E).
RCC 1N is to accomplish replacement of lower crankshaft. The contractor is responsible to remove/disassemble lower crankshaft, remove and dispose of system fluid from equipment, clean and inspect components, accomplish bearing cap and block saddle inspection, install new crankshaft, torque each main bearing bolt, operation test of equipment, and accomplishing NAVSEA Standard Item (NSI) 009-32 requirement of all new and disturbed surfaces. The replacement of crankshaft is critical for the safety of ship’s force. Category 3 Casualty Report (CASREP) 24049 indicated SSDG2 is under Repair Before Operate (RBO) until crankshaft is replaced. Environment, Safety, and Occupational Health (ESOH) risk assessment found continuation of operation will result in further wear and tear. Which will further the degradation of critical engine components, such as, pistons, piston rings, liners, wrist pin bushings, main bearings, thrust bearing, connecting rod bearings, camshaft, camshaft bearings, vibration damper, Geislinger coupling, and flex drive. The overall ESOH risk is medium, with 166 hours monthly operation; the engine will be due for overhaul in less than two (2) years. Since the ship did not identify the need to replace the SSDG2 crankshaft until after 100% Package Lock, this work is not included in the basic work package. There is currently no scope for the replacement of crankshaft within the USS HARPERS FERRY FY25 SRA work package and will be needed to be added as new work. Additionally, there was no CMAV opportunity to accomplish repair between the discovery of issue and the start of the
DMP.
The window of opportunity to accomplish the work is 28 July 2025 through 16 October 2026 and is critical to this availability and replacement must be accomplished during the scheduled SRA. There is no schedule impact if the work is not completed during this window, however, there will be additional costs for acceleration if work is not incorporated into the schedule, it could potentially have subsequent impact to the remaining milestones.
Issuing this new work to NASSCO is also logical, as it will give continuity with the systems and personnel already scheduled to be working on the ship, preventing further unnecessary risks and costs incurred to the Government in both time and schedule. Completion of this work item will require scheduling and cooperation with existing work items and poses significant risk for financial injury to the Government due to additional costs with the duplication of support services such as the Project Management Office (PMO), supervision, temporary services, and other indirect or overhead costs.
NASSCO is uniquely positioned to perform this work on the ship, and it is impracticable for another company to perform these support services. Adding a new contractor would interfere with work already being completed and result in a substantial duplication of costs estimated at $304,768.92 or 14% of production costs.
6. DESCRIPTION OF EFFORTS MADE TO SOLICIT OFFERS FROM AS MANY
OFFERORS AS PRACTICABLE:
The original contract was awarded competitively in which NASSCO was the selected awardee.
A sources sought notice was published to www.sam.gov in accordance with FAR 5.203 (a) on 08 July 2025 and remained published for (15) fifteen calendar days. Five (5) inquiries were received from BHPE LLC, Federal Government Contractors LLC, Southcoast Welding & Manufacturing, Fairbanks Morse Defense, and Continental Maritime of San Diego, LLC expressing interest in the work. No other responses were received.
It would cost approximately $304,768.92 more to award the work to anyone other than NASSCO because NASSCO already has PMO and temporary services in place, and these costs would be duplicated by any other contractor and will not be recouped through competition.
Therefore, with a cost savings of $304,768.92, NASSCO is uniquely positioned to perform the work as the ship is currently in the NASSCO shipyard undergoing a major repair period, and it is impracticable for another company to perform these support services in NASSCO’s shipyard concurrently with other ongoing repairs. Awarding this new work item will benefit the government in both cost and schedule and prevent any increased cost or risk of schedule delays related to different contractors coordinating and working alongside each other to accomplish work on the ship.
7. DETERMINATION OF FAIR AND REASONABLE COST:
The Contracting Officer has determined that the anticipated cost to the Government of this acquisition will be fair and reasonable based on cost and price analysis to be conducted pursuant to FAR Part 15. In addition, technical analysis will be performed with the Project Manager to ensure the proposed labor hours, material cost, and subcontractor cost correspond with the expected cost.
8. ACTION TAKEN TO REMOVE BARRIERS TO COMPETITION:
After 100% Package Lock, the #2 SSDG was identified as a C3 CASREP. The overhaul cannot be deferred as the CNO is the only window with sufficient duration to complete the repair. This availability is the last opportunity to complete this upgrade prior to deployment and this work is needed to fulfill required operational capability.
