About this file
This is a Statement of Work (SOW) for the 88th Air Base Wing (ABW) Command and Control (C2) Modernization project at Wright-Patterson Air Force Base. The requirement is to acquire MPU-5 radios and associated hardware to support the Tactical Assault Kit (TAK) program, which provides geo-referenced imagery, communications tools, and situational awareness for first responders and base operations. The technical requirements include 2 WR-5100 Wave Relay MPU5 radios, 2 RF-4100 Lower C Band RF Modules, 6 ANT-4008 C Band Antennas, 3 BAT-06 Lithium Ion Batteries, 1 BAT-11 2-Bay Desktop Battery Charger, 3 data cables, and 2 GPS antennas.
The delivery is to be made to the point of contact Romulo B. Alcantara II at 5440 Skeel Ave, Bldg 110, Rm. 300, WPAFB, OH 45433, with a 30-day lead time from the award date. The equipment will support various operational needs including fence line inspections, critical infrastructure protection, aerial pursuits, emergency responses, and special event support. Detailed commercial vehicle delivery procedures are outlined, including inspection requirements at the Commercial Vehicle Delivery Gate (CVDG) and specific gate access protocols. The contract includes a 1-year warranty on parts.

STATEMENT OF WORK
Command and Control (C2) Modernization Decreased Comm Ops Capability
1.0. BACKGROUND:
TAK is a suite of geo-referenced imagery and communications tools that allow for scaled operational planning, data sharing, visualized elevation data, and incident management. TAK provides users with real-time location information for enhanced situational awareness, encrypted chat capabilities, video streaming and shared overlays for multiple applications. TAK integrates with numerous devices to include: unmanned vehicles, virtual reality, relays, wearable computers, sensors, and heads-up displays. TAK is utilized daily by 88 ABW Security Forces, Explosive Ordinance Division and Fire Department. TAK enhances operators’ capabilities of Integrated Defense, base response to natural disaster events and mitigate potential risks and defeat adversarial threats to the AF operations within the Base Boundary and Base Security zone. TAK modernizes base Command and Control capabilities for these First Responders utilizing an integrated ecosystem and support equipment necessary to enhance Airmen’s situational awareness.
The 88th Air Base Wing (ABW) Command and Control (C2) Modernization section requires the acquisition of MPU-5 radios to effectively support base operations, events, and the 88 ABW mission. The Tactical Assault Kit (TAK) program is designed to integrate multiple video feeds—including small Unmanned Aircraft System (sUAS) streams managed by the Drone Operations Center and mobile camera feeds—into a unified common operating picture accessible to the Incident Commander and/or Flight Chief.
These capabilities are vital for a wide range of daily operations, such as fence line inspections, protection of critical infrastructure, aerial pursuits of gate runners and fence jumpers, fire and law enforcement responses, counter-sUAS missions, and support for special events like the USAF Marathon, National Museum of the United States Air Force (NMUSAF) aircraft deliveries, and aircraft and facility inspections.
Without these essential tools, the 88 ABW faces significant challenges in supporting the 155 organizations stationed at Wright-Patterson Air Force Base (WPAFB). To meet both current and future operational demands, the warfighter requires MPU-5 radios and additional hardware capable of streaming live video and enabling beyond line-of-sight operations for TAK command and control and sUAS activities on the installation.

6.0 LEAD TIME:
All equipment will be delivered 30 days from the day of the award.
7.0 WARRANTY: 1 year warranty on parts
8.0 DELIVERY PROCEDURES – COMMERCIAL VEHICLES:
a. The company shall properly ship the system to the 88 ABW Plans and Programs at WPAFB, OH. All shipping costs to include insurance will be included in contractor’s proposal. Great care using standard, approved packaging methods shall be taken.
b. All vehicles larger than a large pick-up truck are required to be inspected by the Wright-Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. Vehicles to be inspected include, but are not limited to, the following:
1. Step van/panel truck
2. Tractor/trailer, box and flatbed containing cargo
3. Tanker trucks
4. Box trucks
5. Tour buses
6. Garbage/recycled waste trucks
7. Concrete trucks/mixers, dump trucks
8. Cranes, recreational vehicles, petroleum tanker
This inspection will be conducted at Gate 26A located off State Route 235.
c. The following are exemptions to vehicles utilizing the CVDG:
1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base.
This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
2. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be through any base gate.
d. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM.) Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
