About this file
This solicitation package describes a Blanket Purchase Agreement (BPA) for stewardship contracting services across twelve National Forests in the Intermountain region. The BPA will be used to issue future calls for individual hazardous fuels reduction and restoration projects. Eligible work includes cutting, removal and mastication of timber; biomass removal; and road maintenance. The period of performance for awarded BPAs is ten years with an option to extend up to twenty years.
The solicitation requests initial proposals by April 12, 2023 for potential 2023 field season work. Offerors must submit separate technical and pricing proposals addressing evaluation criteria including key personnel, equipment, past performance, and community benefits. Pricing is required for all line items by National Forest. Multiple BPAs may be awarded on a forest-by-forest basis. Future call orders will be issued only to BPA holders. Registration in the System for Award Management is mandatory to receive award. Informational meetings were scheduled for March 15th and 29th, 2023.

INSTRUCTIONS FOR SUBMITTING PROPOSAL
Solicitation 12363N23Q4028 – Initial Proposals Due on April 12, 2023, at 5:00 p.m. PT
Thank you for your interest in the Intermountain Stewardship BPA. This solicitation will remain open and continuous for receipt of proposals for the duration of the Blanket Purchase Agreement (BPA). The reply due date is for the initial review of proposals to make awards for the 2023 field season.
In order to be considered responsive, you will need to submit a technical proposal AND pricing proposal. Please submit the technical proposal and price proposal in PDF format as separate documents.
Instructions for Submission of Offers are in Section 54 of the solicitation on Page 50 and provides instructions for proposal development that require the following:
1. The technical proposal shall address four specific evaluation criteria: Key Personnel, Equipment, Relevant Past Performance, and Benefit to Local Community. Failure to adequately address these criteria may result in a determination of non-responsive.
2. The price proposal shall provide pricing for ALL Items in the Schedule of Items (provided on Pages 3-6 of Standard Form (SF) 1449) for each National Forest that your firm wishes to do business with (Items 2-12, 15-25, 30-40, etc.). Quotes should be specific to the Forest being quoted for and based on assumptions described on page 12 of the solicitation and in the technical specifications of Appendix A. Price is required for ALL Items on the schedule, regardless of a vendors’ intent or capacity to perform and quote future work of that type. Quantities vary to illustrate varying treatments that may be proposed, and all pricing is on a per acre/mile basis. The rates provided in each proposal will be used for award evaluation purposes only for this parent BPA and not be subject to future call orders as market conditions and project specific requirements will change. Vendors will have the opportunity to provide price quotes on future call orders issued under this BPA when given the opportunity to review actual project requirements and technical specifications. Call orders will result in firm-fixed price contracts.
3. Fill out and include the required representations and certifications (Sections 58-65) that are included in the solicitation beginning on Page 55.
Vendors are cautioned that awards of a BPA are based, in part, on the pricing proposed herein, and subsequent quotes for specific BPA call orders must be representative and reflective of those rates, or they may be removed from the vendor pool for that Forest. Call orders will be made for services that do not include the removal of commercial products; therefore, vendors are encouraged to provide price and technical proposals for the National Forests with which they are interested in performing business for all other types of stewardship activities, hazardous fuels, and restoration work.
Multiple awards may be made for this BPA upon technical and pricing evaluations. Future call orders for specific projects will be emailed only to vendors who receive an award to this BPA. As such, it is imperative that all interested individuals have an email account, and that all vendors be actively registered in the System for Award Management (SAM) at https://www.sam.gov/ to be eligible for award under this solicitation. If a vendor’s registration is not active, the Forest Service will be unable to make an award to this BPA; however, if recommended for award during technical evaluations and registration has been started but not complete and active, award will be made once a vendors registration is active in SAM to the BPA. Registration in SAM is a free service. Procurement Technical Assistance Center (PTAC) offers resources that are available free of charge at www.aptac-us.org/find-a-ptac/ in order to assist with both SAM registration and in proposal submission.
