The solicitation seeks a Travel Management Company (TMC) to provide travel management services at the Embassy in Hanoi and the Consulate General in Ho Chi Minh City. This is a recompete of an existing contract (19VM3022D0005) currently held by Blue Sky Travel Company Ltd, expiring September 30, 2026. The contract maximum is 10,300 transactions across base and all option years, valued at VND 18,774,250,000 (approximately $718,570 USD). The contractor must maintain full-time on-site presence during business hours (8:00 AM to 5:00 PM, Monday-Friday) with a minimum of one Site Manager per location, plus additional travel counselors as needed to meet requirements. The contract includes provision of 24/7 emergency after-hours support, which may be remote or hybrid. Subcontracting is permitted provided the prime contractor remains fully responsible for compliance. Required insurance and bonding documentation must be provided per current company policies. The contractor must attend security briefings on Embassy protocols and traveler information protection. The incumbent will provide copies of existing agency profiles, traveler sub-profiles, and preference cards on Amadeus and Abacus GDS platforms; export formats for data migration will be determined during transition. VAT applies only to transaction fees without exemption. Key performance indicators include 80% of calls answered within 20 seconds and no more than one customer complaint per traveler per trip.
