This is a Questions and Answers document for a U.S. federal construction solicitation for renovation and expansion services at the U.S. Embassy Hanoi's Medical Unit, issued under RFQ 19VM3026Q0011 dated March 30, 2026. The document clarifies scope, specifications, and operational requirements for the project through 51 Q&A entries.

The renovation project requires construction services including ceiling and wall demolition, electrical system replacement, plumbing modifications, HVAC installation, telecommunications cabling, and finishes. Key scope clarifications include: the expansion area will be vacated while the existing medical unit remains operational with zoned work areas; entire ceiling and existing electrical systems will be removed and replaced; the Embassy will relocate furniture and existing equipment; contractor must supply labor and materials for all work within 140 days after purchase order issuance; and the contract is firm-fixed lump sum. Specific equipment and material requirements include Schneider Electric or equivalent for electrical, Daikin or Mitsubishi for air conditioning, and Tien Phong or Vesbo for plumbing. The contractor must provide cabling and conduit for telephone and LAN networks, include ceiling framing, relocate emergency lighting, replace copper piping for AC units with charging and commissioning, and incorporate wall modifications for new washbasins. The Embassy will provide electricity, water, temporary facilities, designated staging areas, and control the fire alarm system installation. Construction hours are 0800-1700 Monday through Sunday with alternative schedules available. The quotation must remain valid until approximately May 2026, with award anticipated in April-May 2026. No advance payments are permitted. Contractors may propose equivalent material substitutions and additional quantities with justification for items omitted from the bill of quantities.
