About this file

This is a Questions and Answers (Q&A) document for federal contract 19VE3026Q0009 regarding the procurement of batteries for a Chancery Main UPS system.

The solicitation requires a 12V 100Ah GEL battery with reference model CDP GLB12100 or equal. Key specifications include mandatory dimensions of 331 mm × 173 mm × 213 mm due to existing battery cabinet/rack space constraints, top terminal configuration (front terminals are not required), and consideration of spatial and cabling limitations within the existing battery enclosures. Contractors must provide batteries meeting identical specifications to those supplied by the embassy, and alternative technologies such as LiFePO4 are not acceptable. Delivery to Miami, Florida satisfies the contractor's delivery obligation. Warranty must be valid and supported in Caracas, Venezuela, with replacement items under warranty eligible for shipment to the Miami location. The document indicates that the government requires strict adherence to specified battery parameters and does not permit substitutions with alternative battery technologies or significant deviations from the required physical and electrical characteristics.

Q&A

Batteries for Chancery Main UPS

1) CLIN 0001 specifies a 12V 100Ah GEL battery, reference model CDP GLB12100 or equal.

We are considering offering a MUST LP15-12100 LiFePO4 battery, rated 12.8V, 100Ah (1280Wh), with integrated BMS, as a potentially technically superior alternative. Could the Government please confirm whether LiFePO4 technology would be acceptable as an “or equal” alternative to the specified GEL battery, provided that the proposed battery meets the required capacity and is demonstrated to be electrically and physically compatible with the existing UPS system?

The batteries must meet the specifications given or similar.

2) If LiFePO4 technology is acceptable, could you also please confirm whether there are any specific requirements regarding:

- Charging voltage;

- Maximum continuous or peak discharge current;

- BMS compatibility;

- Physical dimensions;

- Battery communication requirements; and

- Required safety certifications.

This technology is not acceptable.

3) We would also appreciate confirmation as to whether the specified dimensions of 331 mm × 173 mm × 213 mm are mandatory maximum dimensions due to the existing UPS battery cabinet/rack.

These dimensions are the only ones that should be considered since the cabinet/rack limits us in space.

4) If we select the Miami, Florida delivery location specified in the solicitation, could you please confirm whether delivery to that location will satisfy the contractor's delivery obligation?

Yes

5) Additionally, regarding the required minimum one-year warranty, could you please clarify whether warranty service/support may be provided in the United States (Miami), or whether the warranty must be valid and directly supported in Caracas, Venezuela? This clarification will help us ensure that the product and warranty coverage offered in our quotation fully comply with the Government's requirements.

Warranty must be valid and supported in Caracas but replacing items under warranty can be shipped to the Miami location.

6) Terminal Configuration: Can the U.S. Embassy confirms whether the current battery cabinets/racks require Top Terminal or Front Terminal connections?

No, front terminals are not required.

7) Form Factor & Dimensions: If an "or equal" alternative is offered, will Top Terminal VRLA/Gel batteries with equivalent capacity (12V 100Ah) and standard physical footprint be accepted as technically compliant?

The specifications of the batteries must be the same as those sent by the embassy.

8) Installation Clearance: Are there any specific spatial or cabling constraints within the existing battery enclosures that must be considered?

Yes, there are limitations on cabling and space.
