Scope of Work Backgroud:
Public Relations Campaign for the Sher-Dor Historical Site Conservation Project
1. Purpose and General Requirements The Public Diplomacy Section (PDS) of the U.S. Embassy Tashkent is soliciting proposals from qualified Uzbekistan-based public relations (PR) firms to develop and execute a high-impact PR campaign in support of the U.S. Ambassadors Fund for Cultural Preservation (AFCP) project at Sher-Dor historical site in Samarkand.
The selected PR agency will be contracted from September through December 2029. Based on performance and mutual agreement, disbursements will be paid upon successful completion of deliverables coinciding with the overall campaign potentially spanning four years. This phased approach ensures that the working relationship is effective, results are achieved, and resources are used strategically.
The PR firm will closely coordinate with the U.S. Embassy’s Public Diplomacy Section. All activities and deliverables must adhere to the technical requirements described herein and are subject to final approval by the U.S. Embassy. Deliverables shall become the Embassy’s property, subject to the provisions herein.
2. Technical Requirements
• Campaign Objectives o Elevate the profile of the Sher-Dor conservation and restoration initiative while reinforcing the image of the United States as a long-term partner in Uzbekistan’s cultural preservation.
o Increase local audiences’ awareness of concrete examples of how partnership with the United States in education and culture has a positive impact in Uzbekistan.
o Strengthen support within key target audiences for partnership with the United States.
• Target Audiences o Officials in Uzbekistan’s foreign affairs, education, and culture-related ministries and institutions.
o Mainstream Uzbekistani news media and digital media-based influencers and opinion leaders.
o Students and professionals interested in U.S. educational, scientific, and technological leadership.
• Videography, Photography, and Graphic Design Services The contractor will provide high-quality, multi-format digital content focusing on AFCP project milestones, participants’ stories, and the project’s positive impact on Uzbekistan. Videography services work includes pre-production (narrative development, treatment, co-writing of scripts and storyboards), production (compiling raw field footage, stock footage, B-roll, images, and on-camera interviews), and post-production processing (editing, voice over, subtitling, and motion graphics), resulting in videos suitable for promotional use on television as well as short videos (reels) for Facebook, YouTube, Instagram, and Telegram. Video footage (including drone, interview, and general project documentation) will be rendered in both vertical and horizontal footage and delivered in 4k resolution as raw footage and edited versions. Each video will be delivered with a thumbnail for Meta platforms and YouTube and will include open captions in Uzbek. The videos may be produced collaboratively with leading Uzbek social media influencers. Content must be in English, Uzbek, and Russian. The provider shall be responsible for obtaining any necessary licenses for filming with drones or for music used for videos. Music used in videos must be pre-approved by the U.S. Embassy. Professional photography and graphics must be delivered both as raw footage and edited versions, formatted for multiple uses including social media, Embassy publications, and future third-party production. The U.S. Embassy will facilitate access to relevant events and activities associated with the project. The U.S. Embassy will also provide access to relevant information about the project and branding guidelines. The contractor shall be solely responsible for supplying all necessary equipment and software for the production of digital content. The contractor shall ensure that all equipment is in good working condition and capable of meeting the technical specifications necessary to produce deliverables in accordance with the specifications provided herein. The agency must ensure proper logo usage and placement of U.S. Government identifiers in all physical and digital materials.
• Strategic Communications Services The agency will be expected to cultivate relationships with national and regional news media, recommend a targeted list of traditional and online outlets for earned coverage, and successfully place stories about the project in local media. This includes proposing media engagement opportunities such as interviews or feature placements in online media, television, in-flight magazines, or radio. The contractor may be asked to prepare press kits, the contents of which will be developed in consultation with the U.S. Embassy. The U.S. Embassy may also elect to draft and issue press statements directly. The agency will also identify opportunities to engage local social media influencers through podcast appearances or joint content creation, with preference given to those working in cultural heritage or educational content niches. Each partnership must include U.S. branding elements, pre-approved messaging and measurable reach data. The contractor is also expected to plan and execute outdoor advertising placements in strategic locations, particularly in high-traffic areas such as Samarkand International Airport and downtown Tashkent to ensure prominent visibility of the project during implementation. Proposed outdoor advertising campaigns should prioritize alignment with major upcoming international cultural heritage events in Uzbekistan.
• Monitoring and Reporting The agency will submit short biweekly status updates, monthly campaign activity summaries, and a comprehensive final performance report. Monthly reports should include all media mentions and audience reach, influencer reach, social media analytics (total views, visits, engagement, reach, impressions, demographic data), and public sentiment indicators, where applicable. A final report on campaign results and metrics, including a comprehensive analysis of the campaign’s impact, sentiment analysis, audience insights, and recommendations for future activities must be submitted by the end of December 2025. This report will serve as the basis for any decision to extend the contract.
3. Performance Milestones
• Milestone 1— 2025 Strategic Communications Plan and Branding Package (September 2025, within three weeks of contract signing):
o The agency will prepare a strategic communications plan, in writing, outlining specific tools and methods to effectively reach the target audiences and advance the campaign objectives set forth in Section 2 during the September-December 2025 timeframe. The plan shall recommend three creative concepts, each outlining a core message, visual direction, target audience, and mockups of campaign materials. The plan must clearly define overarching messaging strategy, proposed key performance indicators (KPIs), audience segmentation, media and content tactics, brand positioning, and a detailed timeline of media placements, advertising, and publication of social media content. In line with the campaign objectives, the strategy must articulate the AFCP project within the broader context of U.S.–Uzbekistan relations. The content plan must include recommendations on voice, tone, and frequency of distribution. The plan must include videography and photography services at the AFCP project launch event tentatively scheduled for late September 2025 in Samarkand. In conjunction to the strategic communications plan, the agency will simultaneously develop a branding package, that includes a design for a scaffolding wrap banner at the project site compliant with U.S.
Department of State branding and color palette guidelines. The branding package must also include three designs for one month of static billboard advertising in two locations at Samarkand airport and in three locations in downtown Tashkent during the September-December 2025 timeframe.
• Milestone 2—AFCP Project Launch Support Services (Late September-December 2025):
o The agency will provide strategic communications, videography, and photography services to implement the PR campaign over three months based on the agreed final communications plan. Campaign implementation will utilize billboard and scaffolding wrap advertising, a social media campaign that includes eight to ten social media posts by influencers, and at least three placements in online, television, or radio that each reach at least 500,000 people in one or more of the target audiences specified in Section
2. In support of campaign implementation, the agency will produce three high-quality three videos, three to five minutes in length, for distribution via social media or promotional placements in online media or television.
o The agency will submit biweekly status updates, monthly campaign activity summaries, and a final performance report, as outlined in Section 3.
• Milestone 3: 2026-2029 Strategic Communications Plan (December 2025):
o Following the launch of the project, the contractor is expected to submit a communications strategy by late December 2025 covering the full duration of the AFCP project through its conclusion in 2029. This comprehensive strategic plan should outline major campaign phases, anticipated public milestones, and recommended messaging and outreach activities across all years. The four-year strategy should adhere to the technical requirements outlined in Section 2 and follow the format specified under Milestone 1.
4. Logistics and Requirements The contractor will be responsible for managing all internal and third-party coordination, subcontracting, and logistics related to this campaign. A single, dedicated project manager must be assigned and remain available throughout the contract period to coordinate with the Embassy team.
All required travel to Samarkand or other cities must be anticipated and included in the contractor’s proposed budget. The Embassy will not separately cover these costs. The contractor must also ensure timely procurement and coordination of all production teams, design services, printing, advertising placements, and venue arrangements, where applicable.
All communications, public materials, and branded visuals must adhere to U.S. Department of State branding standards and visual identity guidelines. The Embassy will provide official branding elements and palettes upon award.
5. Project Background The Sher-Dor Historical Site Cultural Preservation Project is funded by the U.S. Ambassadors Fund for Cultural Preservation (AFCP), administered by the U.S. Embassy in Tashkent in partnership with the Cultural Heritage Agency of Uzbekistan and the Uzbekistan Art and Culture Development Foundation. Technical oversight is provided by the International Institute for Central Asian Studies (IICAS).
With a grant of $500,000—the largest AFCP award to date in Uzbekistan—this initiative aims to conserve and restore the facade of the Sher-Dor historical site, one of Samarkand’s most iconic monuments. This project is the 14th AFCP initiative in Uzbekistan and underscores the United States' ongoing commitment to preserving the cultural heritage of partner nations. It also supports the 2023 U.S.–Uzbekistan Cultural Property Protection Agreement.
The public diplomacy campaign tied to this effort plays a critical role in ensuring that the project's benefits are visible and appreciated by the Uzbek public, stakeholders, and the broader international community.
6. Deliverables Summary The contractor must deliver the following items during the period of performance, in line with the timelines and technical requirements described herein:
