About this file
This is a Questions and Answers document for federal contract opportunity 19UK5626Q0021 for Household Cleaning Services in Hamilton, Bermuda. The document clarifies eight key points raised by prospective contractors regarding contract performance and operational requirements.
The clarifications address photography restrictions (prohibited due to security concerns), quality assurance procedures (unsatisfactory work must be reported within 48 hours for no-cost correction), and supervision requirements (referring to overall responsibility rather than on-site presence). The document confirms that contractors must arrange for employee transportation, meals, and lodging costs through employee agreements, and that quality control administrative tasks including self-inspections, deficiency tracking, and record maintenance should be factored into pricing rather than charged separately. Additionally, contractor employees are permitted to carry phones for operational purposes but are prohibited from accessing Consulate WiFi. The answers indicate that past performance will be evaluated as part of the award criteria, and while a 10% performance bond is not typically requested, the government retains the right to require it per regulation if deemed necessary.

Questions and Answers
No. Question Answer
Would the contractor be able to take before and after photos in order to support staff and show proof of cleaning if asked to correct unsatisfactory work?
The contractor is not permitted to take before or after photos due to security concerns.
Would you agree to a policy where unsatisfactory work must be reported to the subcontractor within 48 hours of the service in order to be rectified at no additional cost?
Unsatisfactory work would be reported to the contractor within 48 hours.
Does “maintaining direct supervision of all personnel” refer to on site supervision at all times, or simply overall are we responsible for the supervision of our staff?
This refers to overall responsibility for supervision of staff.
4 Does "The subcontractor is responsible for all costs of transportation, meals, and lodging for personnel in support of this contract" supercede our agreement with our employees regarding these items being their personal responsibility?
The contractor would be fulfilling their responsibility by having a specific arrangement with their employees to cover this.
Regarding paragraph 5.2 in the Statement of work where it says the contractor is to "Maintain internal quality control procedures to ensure consistent service
Presumably quality control, consistent delivery service, self-inspections, addressing deficiencies and maintaining records are all part of a cleaning company’s supervisors’ delivery...Conduct regular self-inspections...Address any deficiencies immediately...Maintain records of service completion and quality checks"…
Administrative items take additional time from our supervisors and office staff.
Should this be listed as a separate fee, or factored into the prices?
and office staffs’ regular duties; as such we would expect that these items are already factored into your pricing.
6 Regarding paragraph 6.4 in the Statement of Work where it says “All contractor telephones must remain in company vehicles with Wi-Fi turned off”…
What if the contractor relies on a company app to communicate with employees while they are on the job for trouble shooting, reporting, quality assurance, and accurate time keeping. If the employees are not able to use their phones, would someone from your team be willing to check all areas and sign-off that the job has been completed to quality standards at each visit?
Contractor employees are allowed to keep their phones. They will not be allowed to sign into Consulate WiFi however.
7 Is past performance taken into account? Yes.
8 May we have more information regarding the performance bond?
The 10% performance bond is not usually requested but per regulation we must retain the right to require it if we find it necessary.
