About this file
This document is a Questions and Answers file for federal contract 19UK5626Q0013 regarding Death in Service Insurance Cover.
The Q&A addresses key underwriting and administrative requirements for the death in service insurance program. The Government will provide anonymized census data including age, gender, pensionable salary, generalized occupation, and location information (full names and individual dates of birth will not be provided). Pensionable salary as of April 6 serves as the basis for benefit calculations and census reporting. Two deaths have occurred in the past five years: one in 2022 involving a 66-70 age band employee with lung disease, and one in 2023 involving a 61-65 age band employee with metastatic duodenal adenocarcinoma. This is a compulsory, employer-paid benefit with no employee opt-out provision. For coverage purposes, employees on statutory leave or short-term sick leave are considered actively at work. Employees on long-term absence will be included without further underwriting review. New employees are covered from day one of employment (subject to a maximum age of 75), while separating employees are no longer eligible upon separation, with premiums calculated on a pro-rata basis. Coverage is guaranteed without evidence of insurability requirements. Bidders must submit firm fixed pricing based on provided data without further underwriting. The incumbent insurer is MetLife. The Government does not pay commissions and will compensate the insurer according to the Statement of Work.
