Solicitation Name:Proposal Request for Health Insurance Services

Dear Prospective Offeror, Enclosed is a Request for Proposal (RFP) for LES health insurance services to the Embassy of the United States of America, Consulate General in Istanbul, U.S. Consulate in Adana and Embassy Branch Office.

The Embassy intends to conduct a pre-proposal conference at 3:00 pm on September 26th, 2018, and all prospective offerors who have received a solicitation package are invited to attend. See Section L of the attached Request for Proposals (RFP). All attendees should provide their names by sending an email to RossS1@state.gov by 10:00 am on September 25th, 2018 and arrive at the U.S. Embassy, Zeytindali Cad., Gate 1 on the same day at 2:45 p.m.

Your proposal must be submitted both in a sealed envelope marked "Proposal Enclosed" to the Contracting Officer Shaun McGuire at Ataturk Bul. No. 110, Kavaklidere, Ankara and by email to McguireSM@state.gov and to Ankara-GSO-Procurement-DL@state.gov on or before 4:00 p.m. on October 15th, 2018. No proposals will be accepted after this time.

In order for a proposal to be considered, you must also complete and submit the following:

1.SF-33 (blocks 15A, 15B, 16, 17 and 18): Block 20 should list the total value of the proposal for the base year and the option years,
2.Section B, Pricing,
3.Section B, Retention Amounts in B.3
4.Section K, Representations and Certifications,
4.Additional information as required in Section L.

Direct any questions regarding this solicitation in written English to Shaun McGuire by email to McguireSM@state.gov and Ankara-GSO-Procurement-DL@state.gov. All questions must be received prior to 10:00 a.m. on October 9th, 2018. Proposals that contain more benefits (even if there is no increase in cost) or fewer benefits than those stated in the solicitation may be deemed technically unacceptable. Only the first three CLINS for the base year and each option year are to be evaluated as the total evaluated price for each pricing proposal.

The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

Sincerely,

Shaun McGuire
Contracting Officer
