The above-listed attendees met to discuss the solicitation package. The following were discussed:

He explained that the purpose of the meeting was to provide an opportunity for all firms to understand U.S. Government solicitation procedures, rules that apply to the solicitation process, and an overview of the Statement of Work (SOW). All participants were encouraged to ask questions at any time and it was made clear to them that all questions and answers would be shared with all potential bidders.
2) M. Yalhi provided a summary of the solicitation package with a power point presentation. Specific sections discussed were Section B- Prices, Section L- Instructions to Offerors and Section M- Evaluation Factors.
3) E. Yardimci provided general aspects of the Work Statement and recommended the attendees to read every health benefits’ scope very carefully.
4) The potential offerors are to provide proposals electronically and in hard copy by 1600 hours on October 15th, 2018. The proposals are to be divided into separate Price and Technical sections in 2 binders. The price and technical proposals must be submitted via 2 separate emails labelled as “Price Proposal” and “Technical Proposal”.
5) The submittals for the Price Proposal are as follows:

2. Number of persons/enrollees are estimates,
3. The prices for the Rider Clins under section B.3 are to be provided but will not be included in the price evaluation.
4. The option to extend the term of the contract for the next option year is the choice of the U.S. Government, not the contractor,
5. The rates for option years must be provided in the proposal and are not subject to re-negotiation after the contract is signed.
6) The submittals for the Technical proposal are as follows:

All questions and answers will be posted on the FedBizzOpps website.
8) The U.S. Government will conduct an evaluation in two phases: a technical evaluation to determine the acceptability of the offer to the solicitation technical requirements; and a price evaluation to determine the total evaluated price proposed by each offer.
9) Award will be made to the lowest priced, technically acceptable, responsible offeror.
10) S. McGuire conveyed that the Health Insurance is an extremely important service to the whole U.S. Mission and all potential offerors are invited to provide their best proposal in accordance with the terms stipulated under the RFP.
