About this file

This is a Question and Answer document for RFQ#19TH2526Q0006, issued by the Consulate General of the United States of America in Chiang Mai, Thailand, for the Freedom 250: American Fair Chiang Mai event.

The document addresses four key inquiries from potential offerors. Regarding contractor qualifications, a pre-existing working relationship with the Chiang Mai PAO (Public Affairs Office) and PAO Park administration may be satisfied through a subcontractor partner if disclosed and approved by the U.S. Consulate General. The Consulate will not provide an independent government cost estimate or indicative budget range; contractors must develop pricing based on solicitation requirements. For event planning purposes, the Government anticipates approximately 60,000 total attendees over three days, with daily estimates of 15,000–20,000 attendees, with higher attendance expected on Saturday and Sunday and potentially lower attendance on Friday. The contractor must plan for a large-scale, family-and youth-friendly public event, accounting for day-to-day variations in their safety plans, restroom facilities, seating, crowd flow management, staffing levels, medical support, and waste management. Regarding venue services at PAO Park, the contractor must coordinate directly with the PAO Park administrator to obtain necessary permits, confirm available basic services, and determine site logistics. The contractor is responsible for providing event infrastructure appropriate to the approved budget and scope of work, including utilities, generators, portable restrooms, lighting, water, and waste management services as necessary. A map of PAO Park showing ten zones, parking areas, and the main fair grounds is provided for reference.

Question and Answer

RFQ#19TH2526Q0006

Freedom 250: American Fair Chiang Mai

1. Section V requires the contractor to have a pre-existing, established working relationship with the Chiang Mai PAO and PAO Park administration and states that offerors unable to demonstrate this relationship will be deemed technically unacceptable and ineligible for award. Would this requirement be satisfied if the offeror proposes a partnership or subcontract arrangement with a local vendor that has the required established PAO Park relationship, provided that the arrangement is disclosed in the quotation and approved by the U.S. Consulate General Chiang Mai? Or must the prime offeror itself have the prior PAO Park relationship?

The subcontractor may have the pre-existing relationship.

2. Is the Consulate able to provide an indicative budget range or ceiling for this revised requirement? This would help offerors align their proposed technical approach and pricing with the intended scale of the event, while still meeting the required minimum scope.

The Contractor must provide pricing in the proposal based on the requirements outlined in the solicitation. An Independent Government Cost Estimate will not be provided.

3. What is the expected daily attendance or planning attendance range for the three-day event?

This information is important for properly sizing the safety plan, restroom facilities, seating, crowd flow, staffing, medical support, waste management, and other event infrastructure.

This event is open to the public. The Contractor shall plan for a large-scale public event that is family-and youth friendly. It is difficult to estimate attendance precisely due to many factors, such as weather.

The Government anticipates total attendance of approximately 60,000 attendees over the three-day event, with planning estimates of approximately 15,000–20,000 attendees per day. The contractor may use this range as the basis for sizing their proposed safety plan, restroom facilities, seating, crowd flow management, staffing levels, medical support, waste management, and all other event infrastructure, while accounting for day-to-day variation (e.g., higher attendance expected on Saturday and Sunday, with potentially lower attendance on Friday, depending on programming and hours of operation).

4. For PAO Park, please confirm whether the venue will provide mains power, potable water, existing usable restroom facilities, site lighting, and any basic venue services. Alternatively, should offerors assume that all utilities, generators, portable restrooms, lighting, water, waste management, and related site services must be fully supplied by the contractor?

The Contractor must provide event infrastructure appropriate to the scale and approved budget of the Fair. The Contractor must coordinate directly with the PAO Park administrator to obtain the necessary permits, confirm available basic services, and site logistics. You may refer to Attachment A, Section IV (Scope of Work), Item 3 - Event Management, and Section V- Additional Requirements.

The map of the fair area is provided herewith.
