About this file

This is a Questions and Answers document for Solicitation No. 19TH2026R0001 issued by the U.S. Embassy in Bangkok, Thailand for life insurance coverage. The document clarifies requirements and specifications for bidders responding to the life insurance solicitation.

The solicitation covers life insurance with accidental death and dismemberment (AD&D) and partial/total disability coverage for Embassy employees. Coverage amounts are 24 times the employee's monthly basic salary for natural death, with an additional 24 times monthly salary for AD&D benefits. Annual salary ranges from THB 220,239 to THB 4,767,646 as of February 2026, with an estimated bi-weekly payroll of THB 47,361,000 representing the sum insured per individual employee. Premiums are calculated using industry-standard formulas based on a per-1,000-salary basis, adjusted for age bands, coverage type, and risk factors. Bidders must provide fixed retention amounts in Thai Baht currency—not as percentages—for each premium category and performance period. The previous insurance provider was Generali Life Assurance (Thailand) Plc. Invoices and payments may be submitted bi-weekly per FAR 652.232-70. The 2% tax excise referenced is the James Zadroga 9/11 Victims Health and Compensation Act of 2010. Coverage must include terrorism-related deaths, as terrorist attacks are explicitly excluded from the war exclusion clause. Historical claim data shows five claims totaling THB 8,820,403 over the 2021–2024 period, all for natural death. Individual employee details (gender, age, date of birth, monthly salary, job title) will not be provided due to privacy and security considerations.

Please explain and elaborate what it means by: The fixed prices/premium rates THB per one thousand of salary to provide life insurance, accidental death and dismemberment and partial and total disability coverage.

Answer: Premiums are calculated using a formula considered standard in the industry whereby 1,000 in the salary currency is used along with other variables such as age bands, coverage, and other risk factors to determine the final figure.

If a potential bidder uses a proprietary formula that differs from the industry standard, that is fine; but the results need to conform with the pricing table in Section 1, paragraph 2. The U.S. Embassy will compare premium pricing across all bids as reflected in their pricing tables regardless of the method used by the bidder.
