About this file

This is a Questions and Answers document for Solicitation No. 19TH2026Q0081 issued by the U.S. Embassy in Bangkok, Thailand for the procurement of iPhone 17 Pro Max units with cases and screen protectors.

The document addresses a single question regarding vendor eligibility. The inquiry raised a conflict between Section 3 of the solicitation, which requires offerors to operate an established business with a permanent address in Thailand and provide Thai company and VAT registration (Por Por 20), and the SF-1449 form, which indicated the acquisition is unrestricted and allows U.S. firms to submit offers and receive payment in U.S. dollars. The Embassy clarified that the solicitation is unrestricted and that quotations will be evaluated based solely on the evaluation criteria specified in the main solicitation document, effectively confirming that U.S.-based vendors without a permanent Thailand address or Thai VAT registration are eligible to submit quotations.
