About this file

This is a Questions and Answers document for Solicitation No. 19TH2026Q0066 issued by the U.S. Embassy in Bangkok, Thailand, dated August 14, 2026, regarding the procurement of Rack-Mount VMware Host Servers. The document clarifies eight key contractual and technical requirements through question-and-answer format rather than specifying new procurement details.

Contractor eligibility requires proper registration in the System for Award Management (SAM.gov) and federal business eligibility, not a facility security clearance. Delivery is to the Government-designated Despatch Agent in Kent, Washington (Lincoln Moving and Storage, 19018 62nd Ave S., Kent, WA 98032), which serves as the contractor's delivery point for the 60-day delivery requirement and firm-fixed shipping charges; the Government assumes responsibility for onward movement to Bangkok. The warranty period of three years commences from the date of delivery to the Despatch Agent in Kent, not from acceptance in Bangkok. The primary server specification is a 1U Rack-Mount Server requiring Technology Review Board (TRB) approval, with the HPE ProLiant DL360 Gen11 identified as an approved model; alternate models may be considered if they meet all requirements and possess TRB approval, with quoters required to contact the Government prior to submission to verify approval status. No software, operating systems, or VMware licensing must be included in contractor quotes, as the Government furnishes all such items. The quoted total price shall be all-inclusive, encompassing the complete three-year warranty and worldwide support package plus all prepaid shipping charges to the Despatch Agent, with no separate line items required. The procurement is unrestricted, and NAICS codes are not applicable.

Solicitation No. 19TH2026Q0066 – Rack-Mount VMware Host Servers

Questions and Answers

Q1. Contractor Requirement, Section 3, paragraph 2.1 (and Statement of Work paragraph 5.1) requires that the Contractor be "Federal-Cleared." Would the Government please define this term and identify the specific documentation that satisfies it?

In particular, does "Federal-Cleared" refer to an active facility security clearance issued under the National Industrial Security Program, or to a firm's registration and eligibility to receive Federal contract awards?

Answer: “Federal-Cleared” refers to the Contractor being properly registered in System for Award Management (www.sam.gov) and eligible to conduct business with the U.S. federal government. It does not refer to an active facility security clearance issued under the National Industrial Security Program (NISP).

Q2. Statement of Work paragraph 2 states that all equipment shall be shipped to the U.S.

Embassy Bangkok (CGFS), 95 Wireless Road, Bangkok 10330, Thailand. Statement of Work paragraph 4.A and Prices paragraph 4.2 state that the Contractor shall deliver to the U.S.

Despatch Agent, c/o Lincoln Moving and Storage, 19018 62nd Ave S., Kent, WA 98032.

Please confirm that the Despatch Agent in Kent, Washington is the Contractor's delivery point for purposes of the 60-day delivery requirement and the firm-fixed shipping charge, and that the Government is responsible for onward movement to Bangkok.

Answer: Yes, the Despatch Agent in Kent, Washington is the Contractor's delivery point for purposes of the 60-day delivery requirement and the firm-fixed shipping charge, and that the Government is responsible for onward movement to Bangkok.

Q3. Section 3, paragraph 3.1 states that the warranty duration is three years from the date of delivery and acceptance at CGFS Bangkok. If the Contractor's delivery point is the Despatch Agent in Kent, Washington, the Contractor cannot control or verify the date of acceptance in Bangkok. Original equipment manufacturer support contracts ordinarily commence on the date of shipment or purchase. Will the Government accept a support package whose coverage period commences at shipment, or will the Government permit a deferred service start date, and if so how will the Contractor be notified of the acceptance date in Bangkok?

http://www.sam.gov/

Answer: We accept the date of delivery to the Government-designated Despatch Agent in Kent, Washington, as the date of delivery for purposes of determining the warranty period.

Q4. Item 1 of the equipment table requires a "1U Rack-Mount Server, Technology Review Board (TRB) Approved model," and the note following the table identifies the HPE ProLiant DL360 Gen11 as meeting the specification requirements.

Will the Government identify the models presently approved by the Technology Review Board for this requirement, or otherwise confirm whether servers other than the HPE ProLiant DL360 Gen11 may be quoted?

If alternate models are acceptable, how should a quoter verify a model's TRB approval status prior to submission?

Answer: The HPE ProLiant DL360 Gen11 has been identified and approved by the Technology Review Board (TRB) as meeting the requirements. Alternate server models may be considered provided they meet all applicable requirements and have the required TRB approval. Quoters wishing to propose an alternate model should contact us prior to submission to verify whether the proposed model has been approved by the TRB.

Q5. The solicitation is titled "Rack-Mount VMware Host Servers," but the equipment table does not include an operating system, hypervisor, or VMware licensing.

Please confirm that the Government furnishes all VMware and operating system licensing and that no software is to be included in the quoted price.

Answer: We confirm that no software is required to be included in the Contractor's quotation.

Q6. The Table of Contents lists "Attachment 1 to Description/Specifications/Statement of Work, Government Furnished Property." This attachment does not appear in the solicitation document. Would the Government please provide it, or confirm that there is no Government Furnished Property associated with this requirement?

Answer: Please be advised that "Attachment 1 to Description/Specifications/Statement of Work, Government Furnished Property" was included in the Table of Contents in error and does not apply to this requirement.

Q7. Block 10 of the SF-1449 is marked Unrestricted, and the NAICS code and size standard fields are blank. Would the Government please identify the applicable NAICS code and size standard for this acquisition?

Answer: NAICS is not applicable for this RFQ.

Q8. Section 1, Prices provides a single total price line. Please confirm that the quoted total is to be inclusive of the three-year warranty and support package and all prepaid shipping charges to the Despatch Agent, and that no separate line items are required.

Answer: Yes, the quoted total price shall include the complete three-year warranty and world wide support package
