About this file
This is a Questions and Answers document for Solicitation No. 19TH2026Q0043 issued by the Embassy of the United States of America in Bangkok, Thailand on August 3, 2026, addressing asbestos-containing material (ACM) removal requirements for a Warehouse 2 roof replacement project.
The document clarifies contractor qualification requirements and regulatory compliance for ACM removal work. Division 2 Specification Section 02075 governs over conflicting provisions in Drawing G-02, and formal company-level asbestos abatement certification is not required for removal work. Instead, workers performing ACM removal must demonstrate a minimum of three years of successful experience in comparable work. Asbestos project oversight will be furnished by the OBO/OPS/FAC/PS HazMat/Environmental Program. However, while removal contractors do not require formal certification, the ACM waste disposal contractor must obtain local Thai certification. The removed transite roofing tiles must be bagged and disposed of through a Thai host-country licensed disposal process. Thai asbestos removal and/or waste-disposal licenses satisfy the requirements in lieu of U.S. company-level certifications. Offerors must provide evidence of a licensed or certified ACM waste-disposal contractor, with local certification required, though the document does not specify whether such credentials must be submitted with the offer or as a post-award submittal.

Solicitation No. 19TH2026Q0043 – Warehouse 2 Roof replacement
Questions and Answers
Specification Section 02075 – Removal of Exterior Non-Friable ACM:
• Q. Describes the transite roofing as non-friable and states that full containment is not required.
A: Section 02075 clearly states that the removed tiles shall be put in bags.
• Q. States that the work may be performed by knowledgeable workers who can demonstrate a minimum of three (3) years of successful experience in comparable scopes of work.
A: Confirmed.
• Q. Provides that asbestos project oversight is furnished by the OBO/OPS/FAC/PS
HazMat/Environmental Program.
A: Confirmed.
• Q. Does not reference a certified or licensed asbestos abatement contractor.
A: Formal certification is not required. Three (3) years of experience per 02075 is sufficient.
Drawing G-02 (Construction Notes) is understood to emphasize abatement/dust-control measures and, in our reading, to call for a certified asbestos abatement contractor. The two provisions therefore appear to conflict.
We would be grateful if you could confirm the following:
• Q. In the event of a conflict between Drawing G-02 and Specification Section 02075 on this point, which document governs?
A: Div 2 Spec 02075 governs.
• Q. Must the removal of the ACM roofing be performed by a formally certified or licensed asbestos abatement contractor (company-level), or is engagement of workers with a minimum of three (3) years of comparable experience, per Section 02075, sufficient?
A: No, does not need formal certification…3 years exp per 02075 is sufficient.
• Q. If a certification or license is required: (a) which certification and issuing authority applies; and (b) given that there is no direct Thai equivalent to a U.S. company-level abatement certification, would a Thai host-country asbestos removal and/or waste-disposal license satisfy the requirement?
A: Yes, Thai disposal cert would satisfy (and see answer to #4 below)
• Q. Even if the removal work itself does not require a certified or licensed abatement contractor, is the offeror nonetheless required to provide evidence of a licensed or certified ACM waste-disposal contractor — that is, the credentials of the party that transports and disposes of the removed asbestos waste? If so, please specify the license or certification required, the issuing authority, and whether it must be submitted with the offer or as a post-award submittal.
A: ACM waste disposal contractor requires local certification.
• Q. Please also confirm whether the disposal of the removed ACM must be carried out under a Thai host-country licensed disposal process, and whether any additional documentation is expected in this regard.
A: Confirmed
