B.1 Background

U.S. Embassy Bangkok intends to award a contract for repair of underground storage fuel tank and manholes at the Chancery at 120-122 Wireless Rd. Lumpini, Pathumwan, Bangkok, Thailand 10330.

General

The existing underground storage tank (UST) system, Veeder-Root monitoring system, and associated manholes at the Chancery are experiencing age, deterioration, and reliability concerns due to prolonged service life and continuous exposure to fuel, moisture, and environmental conditions.

The underground storage tanks have accumulated sludge, sediment, and fuel contamination over time, while several internal components, monitoring devices, and fittings have become deteriorated or obsolete, increasing the risk of operational issues, inaccurate monitoring, fuel quality degradation, and extended downtime.

The existing Veeder-Root tank monitoring system is outdated and no longer fully reliable, with certain components becoming obsolete and spare parts difficult to obtain, affecting the accuracy and dependability of fuel inventory control, leak detection, and alarm monitoring functions.

The existing manholes and access chambers show signs of corrosion, water intrusion, damaged seals, and structural wear, which may affect safe access, environmental protection, and compliance with current safety standards and regulations.

The associated piping connections, fittings, sensors, and containment areas have been in service for many years and may have exceeded their recommended operational lifespan, with evidence of corrosion, degraded sealing materials, and reduced reliability.

To ensure continued safe, reliable, and compliant operation, cleaning, inspection, testing, modernization, repair, and replacement of critical underground storage tank system components, Veeder-Root equipment, and manholes are required.

B.2 Scope of work

The Contractor shall perform the work in accordance with the details specified herein and shall provide qualified engineering and technical staff who have at least 10 years of direct experience in the service, installation of fuel underground storage tank, or who are specialists or a

Professional Engineer in underground and on ground fuel storage tank, authorized to review, sign, and supervise the work.

The contractor shall provide an official letter to prove the experience and related work with this

SOW. The contractor shall provide installation, commissioning and testing report after the installation. The contractors shall be responsible for maintaining site cleanliness, site clearing, and all cleaning work.

The contractor shall submit a list of personnel (architect(s), engineer(s), site manager(s), site superintendent(s), and all workers to the U.S. Embassy upon awarding the contract. Security clearance process is mandatory in all U.S. Embassy’s compounds and leased spaces. Contractor shall provide qualified engineering and technical staff to do installation and testing of fuel storage tank and confined space.

All work shall comply with the latest edition of the USA code standard API 653, NFPA30, OSHA 29 CFR1910.146code ASME A17 1-2025

Reference Standards:

American Society for Testing and Materials (ASTM) Specification D4021: Glass Fiber
