About this file

This document is a Single Source Justification form for a sole source procurement by the U.S. Department of State's Overseas Post Bangkok. The justification is to award an emergency lodging contract to Oriental Residence Bangkok for temporarily housing displaced U.S. diplomatic personnel following an earthquake in Myanmar. The total estimated contract value is $28,000, including options, and the procurement is being conducted under FAR 13.106-1(b)(1) with urgency as the primary justification.

The selected hotel was chosen due to its proximity to the U.S. Embassy, located directly across the street, and its ability to provide flexible accommodations with sufficient vacancies during an uncertain period. Key attributes include a long-standing professional relationship with the embassy, quick access for personnel, and being deemed a safe structure. The contract was signed on 2025-04-16 by Lee A. Belland (Requirements Cognizance) and Ramon J. Menendez-Carreira (Contracting Officer) from the General Services Office at the U.S. Embassy Bangkok.

CITED

The Oriental Residence Bangkok is a hotel chain located across the street from the U.S. Embassy that maintains a cordial and professional relationship with the Embassy for many years. They offer sufficient vacancies and flexibility regarding the uncertainty surrounding check-in and check-out dates. The hotel’s proximity also provides a location close to the embassy to facilitate quick access and commute times to the embassy for personnel that need to respond in an emergency. The hotel was also deemed a safe structure, which was important given what families had just experienced.
