IDIQ CONTRACT AWARD FOR VEHICLE RENTAL WITH AND WITHOUT DRIVERS
Secondary Frequently Asked Questions
The information contained within these questions and answers is provided for informational purposes and under no circumstances shall it be construed to change any terms and conditions or requirements within the solicitation.
1. We would like to provide a digital copy of the proposal on a USB stick containing a short image movie about us as a company. Are we allowed to submit the printed hard copy proposal along with a USB stick containing a short video presentation? We would like to show you who we are.
Unfortunately, it is not allowed to plug a USB stick into a United States Government computer.
Due to this reason, we will not be able to watch your video presentation. We recommend you to print out the presentation and attach it to your quotation package.
2. In regards to CLIN 0008B, 0009B, 0013B, 0014C: Does the number listed under Estimated quantity reflect the actual amount of estimated hours or the number of times additional hours could occur?
All CLIN’s stated in the above question reflect the amount of estimated hours for additional drivers per vehicle, if total allowable drive time by law is exceeded in the specified CLIN.
Please refer to page 8 and subsequent pages of the solicitation.

Secondary Frequently Asked Questions
3. In regards to CLIN 0004: Knowing that a full size SUV is generally a suburban-sized vehicle. How many passengers are intended to be transported in this category? Would we be able to substitute for vans, if the number of passengers exceeds 3 plus the driver?
If the specified number of sedans, minivans, and shuttles/passenger vans are not available, the following substitutions are allowable:
• minivans substituted for sedans;
• shuttles/passenger vans substituted for minivans or sedans
Sedans shall not be used in place of minivan or shuttles/passenger vans. Simply stated, larger vehicles may replace smaller vehicles, but smaller vehicles may not replace larger vehicles. If the Contractor makes substitutions, billing and payment shall be at the contract rate for type of vehicle ordered by the Government.
Please refer to page 38, 3.8.1, of the solicitation.
4. Concerning page 44, paragraph c, Subcontractor for Buses/Bus Drivers. Is this included in question 6 from the last FAQ? Would we be able to show a subcontractor for buses after submission of the proposal?
No, please refer to page 44, paragraph c, of the solicitation:
c) Subcontractor for Buses/Bus Drivers If the Contractor does not own its own buses, the Contractor must include a copy of a valid contract with a large bus company (ownership of a minimum of 10 each 50 passenger buses), ensuring the availability of a minimum of 15 each 16-19 passenger vans at any given times. This contract shall have a validity of a minimum of 12 months beyond the due date of the proposal for this solicitation. A copy of the contract must be provided together with all other documents required at the time the proposal is due.
