About this file

This is a Questions and Answers document for RFQ No. 19SN1026Q0018 issued on April 21, 2026, for the purchase of two passenger vehicles for the U.S. Embassy Singapore. The document does not modify the terms and conditions of the RFQ but provides clarification on four key inquiries from interested vendors.

The responses address the following operational requirements: vehicle viewings may occur at either the quoter's showroom or at a named local subcontractor's location, provided the vehicle is representative of the offered make and model; delivery lead time is not mandatory at three months as referenced in Exhibit I but is instead a target timeline, with quoters permitted to propose their own delivery schedules for evaluation consideration; quotations must be submitted by email only to sgprocurementrfq@state.gov in accordance with RFQ instructions, with quoters responsible for ensuring compliance with all submission requirements; and while no separate deadline for clarification questions is specified, quoters are encouraged to submit questions as early as possible to permit adequate Government response time before the quotation submission deadline of May 19, 2026, at 4:30 PM Singapore Time.

Questions and Answers (Q&A)

RFQ No.: 19SN1026Q0018

Title: Purchase of Two Passenger Vehicles for U.S. Embassy Singapore

Date: April 21, 2026

The following questions have been received from interested vendors. Responses are provided for clarification purposes. This Q&A document does not modify the terms and conditions of the

RFQ.

1. Question: The RFQ states that the Government reserves the right to view a similar proposed vehicle at the quoter’s showroom or office. Would it be acceptable for such viewing, if required, to take place at the named local subcontractor’s showroom or office?

Response: Yes. The Government may conduct viewing at the quoter’s proposed local subcontractor’s showroom or office, provided the vehicle is representative of the offered make and model and the subcontractor is identified in the quotation.

2. Question: Section IV requests the quoter to state delivery lead time, while Exhibit I refers to

“3-month door-to-door delivery/collection.” Kindly confirm whether 3 months is a mandatory delivery requirement, or whether quoters may propose their own delivery lead time for evaluation.

Response: Quoters are requested to propose their delivery lead time in Section IV. The “3-month door-to-door delivery/collection” referenced in Exhibit I is an estimated or target timeline and not a mandatory requirement. Proposed delivery timelines will be considered as part of the evaluation.

3. Question: Kindly confirm the official quotation submission method for this RFQ. Should quotations be submitted by email, hardcopy, or both?

Response: Quotations shall be submitted by email only, in accordance with the instructions stated in the RFQ, to the email address sgprocurementrfq@state.gov. Quoters are responsible for ensuring compliance with all submission requirements.

4. Question: We do not see a stated deadline for submission of clarification questions in the

RFQ. Kindly confirm whether the Embassy has an internal deadline for receipt of clarification requests.

Response: The RFQ does not specify a separate deadline for submission of clarification questions. Quoters are encouraged to submit any questions as early as possible to allow sufficient time for Government response prior to the quotation submission deadline of 19

May 2026 at 4:30 PM (Singapore Time).
