About this file

This is a Questions and Answers document for RFQ 19SN1026Q0016 addressing clarifications on the scope and requirements for FOJ Event Planning Services.

The RFQ is primarily for event planning, coordination, and management support services only, not for full event execution or third-party vendor pricing unless explicitly stated in the solicitation. Quoters are not required to include direct pricing for operational elements such as audiovisual production, registration systems, photography/videography, or security services; however, they may describe their approach to coordinating such services as part of their management role. Standard AVL equipment and operator support will be provided by the selected venue, with any additional or specialized AVL requirements addressed post-award. Third-party event vendors, including catering, AVL, and décor, are anticipated to be contracted and paid separately by the Government or through mechanisms defined post-award, and no additional direct costs are defined at the current stage. Detailed event requirements such as food and beverage, décor, and audiovisual specifications will be finalized post-award; quoters should base proposals on the current Performance Work Statement and may include planning assumptions only. Sponsor visibility and engagement must comply with all applicable U.S. Government policies and regulations, with specific restrictions and guidance provided post-award; quoters should assume limited and controlled sponsor visibility. Relevant branding guidance and reference materials will be shared with all quoters via solicitation amendment during the solicitation period.

RFQ 19SN1026Q0016: FOJ Event Planning Services - Questions and Answers

1. Question: Could the Embassy please confirm whether the current RFQ is intended to cover advisory, coordination, planning, and event management support only, or whether quoters should also include direct pricing for operational elements such as AVL / production support, registration support, photography / videography, security-related support services, and similar event execution items where applicable?

Response: The RFQ is intended to procure event planning, coordination, and management support services. Quoters are not required to include direct pricing for third-party event execution elements (e.g., audiovisual production, registration systems, photography/videography, or security services) unless specifically identified in the RFQ.

Quoters may, however, describe their approach to coordinating such services as part of their management role.

2. Question: As the venue is still to be confirmed, could the Embassy please advise whether any venue-provided AVL equipment and operators are expected to be included by the venue itself, or whether quoters should assume that such requirements, if needed, should be included in their quotation?

Response: Quoters should assume that standard AVL equipment and operator support will be provided by the selected venue. Any additional or specialized AVL requirements beyond standard venue capabilities will be addressed post-award.

3. Question: The PWS refers to Government-provided branding guidance. Could the Embassy kindly confirm whether any branding guidance, previous event reference materials, or related proposal-development references may be shared during the solicitation period?

Response: Relevant branding guidance and reference materials, if available, will be shared with all quoters via an amendment to the solicitation during the solicitation period.

4. Question: As the PWS refers to sponsor engagement and sponsor visibility, could the Embassy please clarify whether there are any known restrictions or parameters that quoters should assume at this stage in relation to sponsor logos, signage, acknowledgments, or product visibility?

Response: Sponsor visibility and engagement must comply with all applicable U.S.

Government policies and regulations. Specific restrictions and guidance will be provided post-award. Quoters should assume limited and controlled sponsor visibility and should not base their proposals on extensive sponsor branding or promotional activities.

5. Question: Is this RFP solely for labor to plan/coordinate the event?

Response: This RFQ is primarily for event planning and coordination services. It does not require quoters to price full event execution or third-party vendor services unless explicitly stated.

6. Question: Are there any other direct costs associated, if not how will all the event vendors be paid?

Response: At this stage, no additional direct costs are defined. Third-party event vendors (e.g., catering, AVL, décor) are anticipated to be contracted and paid separately by the Government or through mechanisms defined post-award.

7. Question: When will the actual event parameters like food/beverage, decor, audiovisual etc be made known.

Response: Detailed event requirements (e.g., food and beverage, décor, audiovisual) will be finalized post-award. Quoters should base their proposals on the current Performance Work Statement and may include planning assumptions only.
