About this file

This is a Questions and Answers document for federal solicitation 19SG2026Q0021, concerning warehouse shelves restoration for Embassy Dakar. The government requires heavy-duty pallet racking and bulk storage shelving components to be delivered to the New York Despatch Agency within 40 days of award, with an alternative acceptable delivery window of 90 days after receipt of order.

The solicitation specifies 20 starter units (96 x 48 x 144 inches each) requiring 40 complete upright frames and 80 beams, plus 140 add-on units requiring 140 additional upright frames and 560 beams, totaling 160 bays with 2 beam levels per bay. The government corrected the wire deck requirement from 320 to 640 individual H-10519 decks (160 bays x 2 levels x 2 decks per level). Additional components include 720 safety plugs for bulk storage racks supplied in packs of four, and 720 nine-inch high plastic upright post protectors for 3 x 3-inch posts that may be stacked up to 24 inches to achieve the desired protection height. The government requires one single consolidated delivery of all items and mandates that manufacturer technical documentation, warranty terms, chemical resistance charts, and EPA, SPCC, and NPDES compliance certifications accompany quotations. Award will be made on a Best Value Trade-Off basis, and quotations must remain valid for a minimum of 30 calendar days from the solicitation closing date. The government accepts deliveries from all qualified entities regardless of nationality or origin, provided stated requirements are met, and prefers US steel but accepts alternative sources meeting performance specifications.

Embassy Dakar warehouse shelves restoration

Summary of questions received after the solicitation was posted on SAM.

Q - What is the upright height requirement? Can you confirm qty (40) uprights? Solicitation asks for 2 beam levels (4 beams per bay). Are you looking for qty (80) beams?

A - The required starter unit is 96 x 48 x 144 in. (W x D x H). The upright height is 144 in.

Confirmed: 20 starter units require 40 complete upright frames and 80 beams (four beams, forming two beam levels, per unit).

Sol. section 1:3.1

Q - What is the upright height requirement? Can you confirm qty (140) uprights? Solicitation calls for 2 beam levels (4 beams per bay). Are you looking for qty (560) beams?

A: The required add-on unit is 96 x 48 x 144 in. (W x D x H). The upright height is 144 in.

Confirmed: 140 add-on units require 140 additional upright frames and 560 beams. Each add-on unit shares one existing upright frame with the adjoining bay.

Sol. Section 1:3.2

Q - Based on the number of beams and bays in 1:3.1 and 1:3.2, you will need qty (640) wire decks, not qty (320) as denoted in Statement of Work #01. Can you confirm?

A - Yes Confirmed. The correct quantity is 640 individual H-10519 wire decks: 160 total bays x 2 beam levels per bay x 2 decks per level = 640 decks. Statement of Work #01, Section 3.3, and the pricing schedule shall be revised from 320 to 640.

Q - Safety plugs for bulk storage racks. Do you have a more detailed description of this item, and possibly a photo?

A - The required item is Safety Plugs for Bulk Storage Racks. These retaining plugs secure the shelf/beam connections and prevent accidental shelf displacement.

They are supplied in packs of four. See product photo and details

Section 3:4

Q - Are you looking for upright post protectors in this section? If so, these are typically much shorter than 36”-48”. Can you clarify what you need for this section?

A - Yes. The required item is a 9-in. high plastic upright post protector for 3 x 3-in. posts, , quantity 720. The 36-48 in. protection-height requirement can be substituted with standard height of 9 in. See product photo and details:

Sol. Section 3.6

Q - The three Statements of Work span distinct product categories that are typically produced by different manufacturers. We anticipate sourcing the pallet racking, the bulk storage shelving, and the chemical resistant plastic and spill containment items from separate suppliers shipping from separate origins.

Would the Government accept delivery in more than one consignment, provided that all items are delivered to the New York Despatch Agency within the 40-day period following award and that each delivery is coordinated in advance with the Government representative in accordance with

Section 5 of the Statements of Work? Alternatively, does the Government require a single consolidated delivery of all items? We are prepared to accommodate either approach and ask only so that we may plan and price accordingly.

A – No. The government requires one single consolidated delivery of all items.

Q - Basis of award and quotation contents, please confirm the evaluation criteria.

A - This procurement will be conducted utilizing Best Value Trade-Off source selection procedures. Accordingly, the Government may award a contract to other than the lowest-priced offeror or the highest technically rated offeror, down-selecting to the offer that represents the best overall value to the Government.

Q - The period for which quotations must remain valid.

A: Offerors shall ensure quotations remain valid for a minimum of 30 calendar days from the solicitation closing date.

Q - Please confirm if manufacturer technical documentation, warranty terms, chemical resistance charts, and EPA, SPCC and NPDES compliance certifications must accompany the quotation, or whether these may be furnished following award and prior to delivery.

A - Manufacturer technical documentation, warranty terms, chemical resistance charts, and

EPA, SPCC and NPDES compliance certifications shall accompany the quotation.

Q - Rack Protection System, Section 3.6 specifies a protection height of between 36 and 48 inches and permits the contractor to propose alternative solutions meeting the stated performance requirements.

Is the specified protection height required of each individual unit, or may it be achieved through a modular or stackable system in which multiple components combine to reach the specified height?

Both configurations are commercially available and both are capable of meeting the performance requirements described in Section 3.6. We ask only so that quotations are prepared on a common basis and the Government receives comparable pricing.

A - Stackable system can be proposed to achieve the protection height of between 36 and 48 inches as long as it meets the stated performance as a whole.

Q - The pallet racking at Sections 3.1 and 3.2 specifies 3 inch by 3 inch upright posts. Column protectors manufactured for a post of that dimension are generally offered at heights up to 24 inches. Products reaching the specified 36 to 48 inches are typically manufactured for wider structural columns, commonly 6 inches, and carry a unit cost several times that of the standard item. At the quantity of 720 specified, that difference would make this single line substantially exceed the combined value of all remaining lines across the three Statements of Work.

Would the Government accept column protectors at the standard commercial height available for a 3 inch by 3-inch post, being up to 24 inches?

A - Yes. The government may accept column protectors at the standard height which can be stacked up to 24 inches.

Q - Alternatively, does the Government intend a floor-mounted guardrail or bollard system to achieve the 36-to-48-inch height, rather than column-mounted protectors?

A - The Government requires column-mounted protectors. Floor-mounted guardrails or bollards do not meet this requirement.

Q - Do you happen to have any drawings, layouts, pictures or any other general information that would be helpful concerning the project?

A - Pictures of intended products are attached in this Q&A.

Q - I do not see the height of the pallet rack uprights in the solicitation. Could you please provide this information?

A - The upright height is 144 inches which is shown in this Q&A.

Q - Is there a drawing or layout available for the pallet rack configuration?

A - No drawing or layout available at this moment.

Q - Would you accept only US Steel, or do you accept other sources irrelevant of origin?

A - The preferred origin of the steel is the US. Other sources can be accepted as long as it meets the stated requirements for load bearing and other characteristics listed in the SOW.

Q - Is this bid open for all nationalities?

A - Yes. Competition is unrestricted, and proposals will be accepted from all qualified entities regardless of nationality, subject to applicable trade agreements and federal regulations.

Q - Please confirm do you accept the Shelves manufactured in Turkey or China?

A - All responsive offers will be considered for evaluation.

Q - Please confirm if delivery time within 90 Days is acceptable.

A - Yes. Delivery within 90 days after receipt of order (ARO) is acceptable; however, our preferred and anticipated delivery timeframe is 40 days after award.

Q - Please confirm height and width for the Heavy-Duty Pallet rack Starter Unit and the Add on units

A - check in the solicitation and other answers provided in this Q&A.

Q - Please confirm the dimensions for Additional Shelves for Bulk Storage Rack- Steel Decking

A - check in the solicitation and other answers provided in this Q&A
