Statement of Work (SOW)

Engineering and Technical Services for Vulnerability and Hardening Studies of Ship Structures and

Shipboard Equipment Subjected to Various Weapons Effects

1.0 OBJECTIVE

To provide engineering and technical services for vulnerability and hardening studies of ship structures and equipment subjected to various weapons effects.

2.0 BACKGROUND

The Survivability and Weapons Effects Division (Code 66) has been developing and utilizing computer programs to assess the vulnerability of ships over the last 40 years. Naval Surface Warfare Center, Carderock Division (NSWCCD) has developed several computer models and simulations (M&S) to assess weapons effects and ship vulnerability including Ship Vulnerability Model (SVM), Advanced Ship Assessment Program (ASAP), Submarine Vulnerability Evaluation, Ultimate Strength (ULTSTR) and HULLWHIP. Weapons effects modeled include fragments and blast from proximity and internal bursts of conventional weapons; shock, whipping, impact and penetration from underwater weapons; penetration from air delivered threats such as Anti-Ship Cruise Missiles (ASCMs); various kinetic and chemical energy penetrators; and air blast, thermal and shock from nuclear weapons.

A common thread in conducting vulnerability assessments for various weapon effects is the use of Government owned and developed computer simulation models for ship description and damage prediction. SVM is a legacy tool accredited by the NAVSEA technical authority for the vulnerability assessment of aircraft carriers and ASAP is the tool accredited by NAVSEA for surface ships. SUBVEM is used for foreign submarine assessments and warhead effectiveness studies. ULTSTR is another legacy tool developed to perform structural analyses of ships while under longitudinal bending conditions. HULLWHIP is a legacy tool accredited by the NAVSEA Technical Warrant Holder for performing structural assessments of whipping loads against ship hulls.

3.0 SCOPE

The contractor shall provide weapons effects engineering and computer program development support to the NSWCCD. The work to be performed by the contractor shall include the following:

1) Maintenance and de-bugging of the existing SVM, ULTSTR and HULLWHIP software

2) Conduct survivability studies into the survivability of US Navy platforms using SVM, ASAP, SUBVEM, ULTSTR and HULLWHIP

3) Training on use of legacy vulnerability M&S tools

4) Perform or support experimental studies of US Navy platforms
