About this file
This file is a technical specifications sheet and continuation to SF 18, Page 4, for RFQ No. 19RP3827Q0014, issued by the Department of State for supply and delivery of fuel to the U.S. Embassy in Pasay City, Philippines. The solicitation requires vendors to supply 20,000 liters of premium gasoline (minimum 95 octane level) and 18,000 liters of diesel fuel (minimum 60 cetane/turbo diesel), with delivery and local shipping costs to be quoted as a separate line item. All fuel must be delivered to the U.S. Embassy Gas Station at Seafront Compound on December 3, 2026, at 8:00 AM.
Vendors must submit Material Safety Data Sheets (MSDS) and product identification documentation with color coding verification for the specified fuel grades. Delivery trucks must be equipped with 2-inch diameter female connectors and fittings. Fuel truck drivers are required to be thoroughly trained in fuel station operations, tank vehicle handling, fire extinguisher use, emergency and safety procedures, and proper loading and unloading protocols. All vehicles must be in good operating condition, free of grease, oil, other flammables, and leaks. Embassy personnel will conduct a sounding paste test using a dipstick on each truck compartment to verify water-free fuel before offloading, performed in the presence of both the fuel supplier's representative and authorized Embassy personnel.
