About this file

This is a continuation page to a Request for Offer (RFO) for the supply and delivery of fuel scheduled for September 25, 2026, issued by the Department of State under solicitation number 19RP3826Q0102. The document contains Federal Acquisition Regulation (FAR) clause 52.225-17 regarding the evaluation of foreign currency offers. The clause specifies that if the Government receives offers denominated in multiple currencies, conversion to United States dollars will be performed using the US Embassy Exchange Rate effective on the date of bid opening for sealed bidding procedures, or on the date specified for receipt of offers (or proposal revisions if award is based on revised proposals) for negotiated acquisitions. The provision also establishes evaluation procedures for "equal" products, requiring offerors to clearly indicate if offering an equal product rather than the brand name product referenced in the solicitation, and placing responsibility on the offeror to provide sufficient documentation to support any claim of product equivalency, with the Contracting Officer not obligated to independently research information not included in the offer itself.
