About this file
This is a Questions and Answers document for RFQ 19RP3826Q0084 concerning an Exterior Wall Repainting and Roofing Project for the Baguio Residence. The document addresses 26 contractor inquiries regarding scope clarification, technical requirements, weather delays, personnel screening, and payment terms.
Key scope items include: exterior wall repainting and roofing work covering approximately 810 m² of roofing, 1,725 m² of concrete surfaces, and 620 m² of wood panels. The roofing work is limited to preparation and application of two coats of Boysen Roofguard in Baguio Green T5550. Surface preparation requirements include crack routing and filling for cracks larger than 1/8", application of zinc sulphate neutralizing solution with 48-hour drying periods, and repair of extensively rotted woodwork, damaged flashings, and corroded gutters. Contractors must protect bougainvillea plants and document their condition prior to work commencement, with responsibility for replacing any plants damaged during operations. The contract includes a performance period of 80 calendar days from Notice to Proceed, with liquidated damages of PHP 15,478.00 per calendar day. Adverse weather delays are treated as excusable delays under FAR 52.249-14, with approved extensions preventing liquidated damage assessments. Personnel security screening is anticipated to take 21 days following workforce list submission, which is due 10 calendar days after award. Payment protection must be furnished within 40 calendar days after award per Standard Form 1442 Block 12B, with progress payments available against monthly payment requests as referenced in Section F of the solicitation documents.
