About this file
This is a Questions and Answers (Q&A) document for federal contract 19RP3826Q0075 concerning the design, fabrication, and installation of a flood barrier system for a U.S. Embassy facility.
The Q&A addresses 42 substantive inquiries from potential offerors covering measurement and dimension specifications, material requirements, technical specifications, insurance, permits, payment terms, and storage system design. Key clarifications include: the required protection height is approximately 5 feet 6 inches (1.68 meters) with flexibility to quote 1.50-meter or 1.75-meter systems; no Government-specified storage rack requirements exist, allowing offerors to propose suitable solutions; no utilities are located on the ground at installation areas; no local building permits are required; and spare parts and consumables for one year must be included in the base contract cost. The Government will provide VAT exemption certificates to the winning vendor only (not subcontractors), and quotations must be submitted exclusive of VAT. Regarding design modifications, offerors may perform necessary civil work including chipping and surface preparation, provided modifications do not compromise the anti-ram capability of sally port columns. The Q&A references multiple sections of the Statement of Work (SOW) for detailed requirements governing design height limits (Section II.B.1.2), storage solutions (Section C.1), civil modifications (Section II.A.2), warranty periods (Section IV), working hours (Section V), testing and acceptance standards (Section II.C), completion schedules (Section IX), and required deliverables including engineering calculations, shop drawings, and commissioning reports (Sections II.C and XI). The submission deadline extension was referenced in Amendment 001, with an updated deadline of July 3, 2026.

QUESTIONS AND ANSWERS (Q&A)
19RP3826Q0075 – DESIGN, FABRICATION AND INSTALLATION OF FLOOD BARRIER
QUESTIONS ANSWERS
MEASUREMENT/DIMENSION
1. As discussed during the inspection, the required protection height is approximately 5 feet 6 inches (1.68 meters). Since our flood barrier panels are 25 cm in height increments, we can provide a quotation for either a 1.50-meter or a 1.75-meter system. Kindly advise which height you would prefer us to quote.
Refer to SOW Section II.B.1.2
2. The solicitation states that the maximum design height shall be 5 feet. Please confirm if a proposed water protection height of approximately 1600 mm may be accepted, or if the contractor must strictly limit the design height to 5 feet / approximately 1524 mm.
Refer to SOW Section II.B.1.2
MATERIAL
3. Does the Government have specific requirements for the storage rack or storage unit, including:
• material or finish
• size or capacity
• enclosed or open-rack configuration
• fixed or movable design
• corrosion resistance
• lockable or security features
• designated storage or installation location
If no specific design is prescribed, may offerors propose a suitable storage solution based on the selected flood barrier system and available site conditions?
Refer to SOW Section C.1
4. The existing concrete posts for the left and right side channels have a sort of ‘cladding’ at the bottom. The material needs to be cut through in the middle so that the side channel can be attached flat and flush to the concrete post.
What material is this?
Refer to SOW Section II.A.2.2
OTHER TECHNICAL SPECIFICATIONS
5. The existing wall/post is not perfectly straight, so we will need to chip approximately 8 inches in width to create sufficient space for the flood barrier post installation and to ensure easier operation and maintenance. Are the contractors
Refer to SOW Section B.1
Ponting, Maria Salve Catriona U (Manila) Section II.B.1.2 may still be ambiguous. Will FAC set the measurement as the minimum measurement that the offeror must meet? The term “Contractor may recommend and suggest for approval of COR” will result to ambiguity on the proposals they will submit.
Ponting, Maria Salve Catriona U (Manila) Can FAC provide more detailed specifications of the storage rack or unit?Kindly add the specifics and include as part of revised SOW.
Ponting, Maria Salve Catriona U (Manila) Can the material be specified in the SOW? Kindly add the specifics and include as part of revised SOW.
allowed to chip or modify the flooring as part of the installation work?
6. To install the side posts, we will need to cut into the design of the existing columns by approximately 10 cm depth and 15–25 cm width. This may involve cutting the bars inside the column. Kindly confirm if the Embassy will allow this modification.
Refer to SOW Section B.1.3
7. The offeror’s design uses iron angle bars for storage racks, which will be welded onto the fence inside the compound (behind the gate, as shown during the pre-conference). These are angle bars/brackets on both ends of the panels.
These racks are intended for the panels (length
3.7 meters). The ceiling supports will also have a lockable bracket. Please advise if this installation method is acceptable.
Refer to Section II.A.4 and Section B
8. The offeror’s proposal is to use ceiling support instead of back support because the gate must remain closed upon deployment. We will install ceiling bases on top of the perimeter wall, below the canopy. The ceiling supports will be fixed here upon deployment. Kindly confirm if this will be permitted.
Refer to Section II.A.4 and Section B
9. The offerors will be installing the base plate flat into the ground with a depth of around 5
cm. Kindly ensure that no electrical wiring or pipelines are buried in the ground at the installation area. If there are, please confirm if maintenance personnel or engineers are available to move or modify this area accordingly.
No utilities are located on the ground.
10. May the Government please confirm the thickness of the existing concrete floor slab at the proposed installation areas, particularly at the vehicle entrance and exit gates? If available, we would also appreciate information regarding:
• concrete strength or specification
• reinforcement details
• embedded utilities or services beneath the slab
• maximum permitted drilling or anchor depth
• any restrictions concerning drilling, chemical anchoring, or modification of the existing slab
Refer to Drawing A07
11. As mentioned, the contractor is required to provide recommended spare parts and consumables for one year. May the Government please confirm:
Refer to SOW Section XII.
• whether these items must be included in the base quoted price
• whether the Government has a prescribed minimum list or quantity for rubber gaskets, seals, tightening or pressure tools, and other replacement components?
Spare parts will be part of the contract cost.
12. What is the material of your existing fence posts? If it is steel, the drilling is more challenging. If it is V2A/V4A it requires more effort and other tools
Refer to SOW Section II.A.2
13. What shape is the post? Is it a U-shaped post, an L-shaped post or a rectangular tube?
Refer to drawing A-06 & A-07
14. In case of a split flood barrier into two parts of 1,906 mm each, the distance between your existing fence posts must be smaller than this length. We do not have any photo, plan or dimension from you. Please submit and explain how you want to have the storage racks installed at your existing fence posts.
Refer to drawing A-01
15. Did you check the stability of your fence construction to carry the weight of the hanging flood barriers and the two parts of the storage system? The supplier is not responsible for the stability of your building, your walls, or your posts. They need to be constructed in a way that they can carry the load of additional parts.
Refer to Section II A & B
16. Please confirm whether the one-year supply of recommended spare parts and consumables, such as rubber gaskets, EPDM seals, pressure tools, anchors, bolts, handling grips, and other related parts, must be included in the base quotation price.
Shall be included in the project cost.
17. Please confirm if the Embassy has any specific material, size, finish, location, mounting method, or fabrication requirement for the storage brackets/racks for the removable flood barrier components.
Refer to SOW Section II.C
18. Please confirm whether fixed/non-removable side profiles or lateral guide channels are acceptable, provided that the aluminum flood barrier panels remain removable/demountable during non-rain events.
Refer to drawing A-07 Detail B
19. Please confirm the extent of allowed civil modification works, including chipping, coring, surface leveling, grouting, sealant application, asphalt/floor preparation, and repainting/restoration of affected surfaces.
Refer to SOW Section II.A.2
Ponting, Maria Salve Catriona U (Manila) FAC should determine the minimum specifications and revise the SOW.
Ponting, Maria Salve Catriona U (Manila) FAC should determine the civil works for this project (allowed or minimum works allowed). Kindly include it on the revised SOW.
20. The solicitation mentions that modifications must not compromise the anti-ram capability of the sally port columns. Please confirm if the Embassy will provide any specific structural/security restrictions or approval process for anchoring and modification of gate pillars or adjacent surfaces.
This is simply saying the installed flood barrier will not affect any security feature of the sally port.
21. Please confirm if engineering calculations, shop drawings, method statement, as-built drawings, O&M manual, testing report, and commissioning report must be submitted as part of the contractor’s final deliverables.
Refer to SOW Section II.C and Section XI

STATEMENTS (THAT MAY NEED CLARIFICATION)
36. Under Scope of Work - B. 4.4 Barrier side channel shall be at minimum a corrosive resistant finish painted to match the adjacent column over a factory applied primer. We would like to clarify this part in the solicitation. Our side posts are made of T5 Aluminum, and we cannot apply paint over
it. Kindly confirm if acceptable.
Refer to SOW Section II.B.1,4
37. FM APPROVAL – No supplier in Taiwan, USA, Germany or the like has ever tested demountable flood barriers (as inquired) with your required dimensions. A length of 3,813 mm and a height of H = 1.5 m is not FM Approved without middle support. It is only possible with middle support. You always need to cut the long span into at least two parts.
a. Example: The Flood Barriers from Flood Control Asia RS Corp. (Philippines) or from Flood Control International Ltd. (UK) or from RS Stepanek KG (Germany) are all the designs from RS Stepanek KG in Germany.
They are tested with these maximum dimensions: L = 2.58 m and a height of H =
2.1 m or multiple sections of it.
b. A brand from Taiwan shows L = 3.03 m and a height of H 1.95 m only.
c. Another product shows L = 5.5 m and a height of H = 1.0 m only.
d. Another product shows L = 2.9 m and a height of H = 1.2 m only.
Refer to SOW and Drawing
38. USG requirements contain an inherent contradiction:
a. A one-piece flood protection barrier, of the “Demountable Flood Barrier” type, with an opening width of L = 3,813 mm and a height of H = 1.5 m, cannot be FM Approved, Class 2510, because such a certification does not exist.
b. You must decide: Do you want an FM-approved solution? If so, you must accept a split barrier with a removable center post.
c. If you want a one-piece barrier with a length
(L) of 3,813 mm, it is not FM Approved.
d. Flood Control Asia RS Corp. can deliver demountable flood barriers in one span up to
7.5 m or up to a height of maximum 4.50 m (already installed in Canada).
Refer to SOW and Drawing
42. STORAGE SYSTEM for the flood barriers not in use
a. There are multiple ways to store such flood barriers.
b. Vertically: Possible but definitely not recommended to do so for a length of 3,813
mm. Imagine such a long span: It works as a sail in the wind. This is not recommended at all.
c. Horizontally: Hanging inside storage racks.
i. The storage racks are made of steel and consist of a left and a right part. These parts are attached to a wall or posts with screws.
ii. What is the material of your existing fence posts? If it is steel, the drilling is more challenging. If it is V2A/V4A it requires more effort and other tools.
iii. What shape is the post? Is it a U-shaped post, an L-shaped post or a rectangular tube?
iv. In case of a split flood barrier into two parts of 1,906 mm each, the distance between your existing fence posts must be smaller than this length. We do not have any photo, plan or
Refer to SOW Section II.A.2 and II.C dimensions from you. Please submit and explain how you want to have the storage racks installed at your existing fence posts.
v. Did you check the stability of your fence construction to carry the weight of the hanging flood barriers and the two parts of the storage system? The supplier is not responsible for the stability of your building, your walls, or your posts. They need to be constructed in a way that they can carry the load of additional parts.
