About this file
This is a Questions and Answers document for federal contract solicitation 19RP3826Q0020 regarding Group Locally Employed Staff Life Insurance Coverage for the U.S. Embassy/U.S. Mission Philippines.
The document addresses 15 substantive inquiries from prospective contractors regarding policy structure, contractor requirements, claims administration, enrollment procedures, and pricing methodology. Key clarifications include: (1) the U.S. Embassy/U.S. Mission Philippines will be the policy owner with eligible employees as insured members; (2) a U.S.-based prime contractor may engage a Philippine-licensed insurer to issue and underwrite the policy while maintaining contractual administration responsibility; (3) valid life insurance claims must be paid within 60 days of receiving complete documentation; (4) the Contracting Officer's Representative (COR) coordinates directly with the prime contractor regarding claims; (5) employee additions and deletions will be consolidated and issued via quarterly task orders; (6) ORE and Peace Corps premiums will be billed separately from Government employee coverage; (7) retention amounts must be expressed as fixed monetary amounts per employee, not percentages; (8) no premium adjustments are permitted during the first 12 months of performance; and (9) one policy under U.S. Embassy Manila with separate billing arrangements for the Embassy, ORE, and Peace Corps is the preferred approach. The Government indicated it does not anticipate significant covered population fluctuations during the base year and directed inquiries regarding insurance broker participation, licensing requirements, and age distribution data to relevant solicitation sections or amendments.
