Questions and Answers for RFQ # 19RP3825Q0131 Supply and Replacement of Underground Power Supply Cables for Pump Station 1 and 2

1. What is the depth of each manhole?

- The depths of the manholes are not uniform, ranging from 1.3 meters to 3.8 meters. Please refer to the drawings of the manholes for further details.

2. Could you kindly provide the draft or final electrical layout for Pump Stations 1 and

2?

- Please see the drawings.

3. What is the confirmed lead time for the power cables? Can it be adjusted to 45 days? (Current stock is limited to 300-meter spools, and brown, orange, and yellow colors are unavailable.)

- Yes.

4. Where is the designated storage/disposal area for removed power cables?

- The concrete pavement near the Pump station #1.

5. Are noise-related permits required for the operation of water pumps under this project?

- No, as long as the water pump's noise level does not exceed 70 dB at a distance of 15 meters from the pump. However, workers will still be required to wear appropriate personal protective equipment (PPE).

6. Will the Embassy provide updated as-built drawings of underground duct banks and manholes, or should the contractor rely solely on field verification?

- Please see the drawings.

7. Can you provide a layout, sketch, or cable routing plan for reference?

- Please see the drawings.

8. Can you provide reference photos of existing site conditions?

- Please see the photos.

9. Are there any known obstructions or congested utilities along the route that could affect cable-pulling operations?

- No

10. Beyond UL listing, are additional certifications or brand restrictions required for cables and materials?

- Cables shall be UL listed and labelled. No brand restriction.

11. For testing, must acceptance be performed by a third-party certified agency, and what methods and thresholds will apply?

SBU - CONTRACTING AND ACQUISITIONS

- Contractor’s qualified Electrical Engineers can perform the testing procedures and methods in accordance with NETA-ATS (InterNational Electrical Testing Association – Acceptance Testing Specifications).

12. Is certified personnel required to conduct confined space activities?

- Safety will be governed by the following mandatory measures:

a. Submission and Approval of Safety Plan: The contractor must submit a comprehensive job-specific safety plan, which we will review and approve prior to work commencement.

b. Strict Adherence to APOSHO Permit System: A confined space work permit from our APOSHO system is required. This permit will only be issued after we have verified the contractor has all required safety equipment (e.g., gas monitors, retrieval gears, ventilation equipment, barriers, signages, PPE’s, etc.)

and procedures in place. Similar to a standard project requirement that contractors are familiar with.

c. Mandatory Safety Briefing: The requirements of the permit and the approved safety plan will be a key focus of the pre-task safety briefing to ensure all personnel are fully aware of the hazards and controls.

13. Will phased installation be required to maintain at least one operational pump station during construction?

- No. Pump stations 1 and 2 are temporarily powered up from another power feeder and supply source.

14. Will the Embassy assist with customs clearance of imported materials, beyond issuing a tax exemption certificate?

- To be responded by C&P.

15. How many ducts are provided in the underground duct bank system?

- Please see the drawings.

16. Will the Embassy provide the electrical plan and photos of the switchboard, manual transfer switch, and main pump panel?

- Please see drawings and photos.
