Questions and answers (Q&A) RFQ19PM0724Q0061 Software and IT Equipment

1. We are performing independent research on the Combined Synopsis/Solicitation

(RFQ19PM0724Q0061). We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number? Appreciate any insight you can provide.

Answer: Regarding Combined Synopsis/Solicitation RFQ19PM0724Q0061, this procurement represents a new contract opportunity. There is no incumbent currently performing these services, and there are no previous contract numbers associated with this specific solicitation. If you have any further questions or require additional information, please feel free to ask.

2. Will you need the translation to go both ways?: i.e. English to Spanish, Spanish to English.

Answer: We clarify this is not a translation software. This is a request for quotation, for the procurement of a transcription software. The audio format in Spanish is required to be transcribed into a written document in Spanish.

3. Are there any other languages needed? We only see English and Spanish in the documents, but the RFQ mentions multiple languages and dialects. Please provide all of the languages and dialects that are needed for transcription and translation.

Answer: No. There are no additional languages needed, other than the ones mentioned in the RFQ. It is not a translation service; it is a transcription service from Spanish audio into Spanish text.

4. Are you looking for 25 user licenses for translation and transcription? Will all of the licenses require the same languages? If so, which languages?

Answer: Yes, we require 25 user licenses. Please refer to attachment “Technical Specifications for Transcription Software”, page 2. A transcription license is needed not a translation license, and the language required is Spanish.

5. How will the software be deployed? On prem at the embassy, on machines, or on the cloud? If cloud, do you have a preference for providers?

Answer: Please refer to Amendment 1. The software will be deployed in Panama City, Republic of Panama. Downloadable. It should work like a Chat GPTA account: a password is created and can be opened from any computer.
