About this file
This is a Questions and Answers document for RFQ 19PK4026Q5010 PR16028278 regarding razor wire installation at a facility with multiple controlled access points.
The project requires installation of hot dip galvanized BTO 22 razor wire with 3 mm thickness on existing boundary walls that vary from 10 to 15 feet in height, with anti-vision plates measuring 18 gauge and approximately 4 feet tall. Fastening specifications include stainless steel hole strap clamps (1/4-inch and 3/8-inch sizes) with 1-inch stainless steel self-thread screws spaced approximately 12 inches apart on each coil, mounted three per row. For areas without existing metal plate support (approximately 105 meters of wall), contractors must install straight metal angle iron supports measuring 1.5-inch x 1.5-inch x 4.5 feet with galvanized iron bolts (12 mm x 4 inch) with washers and nuts. Coil spacing is specified at 8 to 10 inches pitch length. The facility includes five gates with varying widths: SCAC (7 meters), MCAC (6.5 meters), RCAC (7 meters), C-CAC (6.6 meters), and Courier Gate (2 meters). The preferred project timeline is 30 working days, with 45 working days being the maximum acceptable duration. Punch list closeout procedures involve contractor notification of project completion, followed by FAC team inspection and punch list preparation for contractor clearance.

Questions and Answers for RFQ - 19PK4026Q5010 PR16028278 - Razor Wire Installation Site Visit:
1. Kindly confirm the thickness and specifications of the existing steel plate/support structure on which the razor wire is to be installed.
Answer: Anti vision plate thickness: 18 Guage
2. The RFQ specifies the use of Stainless Steel (SS) bolts; however, the exact specifications are not mentioned.
Answer: No usage of SS bolts, just use SS hole strap clamps (1/4-inch size) with SS self-thread screws (1 inch length) each span about 12 inch distance mounted on each coil three in the row.
GI bolts (12 mmx 4 inch) with washers/nuts will be used for straight angle iron installed at without metal plate area about 105 meters.
3. Please confirm the required bolt grade, diameter (mm), length, and any other applicable specifications or standards to be followed.
Answer: GI bolts with 12 mm x 4 inch with nuts / washers.
4. During the site visit, we observed certain locations, including areas above gates and other open spans, where no mounting plate or supporting structure is available for installation of the razor wire.
Answer: Area with metal plate is about 105 meters, At RCAC Razor wire can be installed through SS hole strap clamp (3/8 inch) with self-thread screws through directly with gate metal plate.
5. Kindly clarify whether the contractor is required to provide additional support arrangements in these areas, such as Y-angles, steel wire ropes, brackets, or other structural supports.
Answer: The straight metal angle iron 1.5-inch x 1.5-inch x 4.5 ft support (each span about 4) can be installed on concrete wall at compound side. Razor wire should be installed through SS hole strap clamp (3/8 inch) with self-thread screws through angle iron holes to make sure it fixed/ attached with angle iron. properly. (Contractor can suggest angle iron span to minimize razor wire hanging issues.
6. If additional support structures are required, please confirm the specifications and whether these are included within the scope of work.
The mentioned angle iron (with GO bolts nuts/washers) and clamp with self-thread screw are fine. Contractor needs to make sure all support/ fasteners should be properly installed to avoid sagging and loosening in the razor wire.
7. Kindly confirm the actual measurements of all gates.
Answer: SCAC:7 meters, MCAC: 6.5 meters, RCAC: 7-meters, C-CAC: 6.6-meters, Courier Gate: 2 meters.
8. Please confirm the total length of the wall designated for angle installation.
Answer: The wall with metal plate is about 105 meters.
9. Requesting confirmation of the razor wire specification, including micron/gauge details.
Answer: Hot dip galvanized BTO 22 and 3 mm thickness.
10. Please verify the coil spacing requirement (6 inches) along with the total installation length.
Answer: Coil spacing (Coil pitch length) may be about 8 to 10 inches.
11. Kindly confirm the project timeline of 45 working days.
Answer: Preference would be 30 working days. However, within 45 working days also acceptable to complete the project.
12. Please confirm the existing height of the boundary wall.
Answer: The boundary wall varies from 10 to 15 feet without anti vision plate. The height of the Anti-vision plate is about 4 ft.
13. Clarification is required regarding whether V-shaped angles or 45° angle installation is to be followed.
Answer: The straight angle iron support can be installed at inside of the compound concrete wall. This is only area where anti-vision plate is missing.
14. Kindly outline the punch list closeout procedure along with required documentation.
Answer: When Contractor sends confirmation of project deliverables. The FAC team will inspect the project site work and prepare punch list to contractor clearance.
