About this file

This document is a Questions & Answers file for RFQ 19PE5026Q0041 addressing Automatic Transfer Switch (ATS) installation requirements and clarifications.

The Q&A clarifies key specifications and requirements for the ATS installation project. Regarding consumable materials, offerors should not include extra fuses and relays in their proposals—only one complete set for the entire project is required. For critical load continuity, ATS#2 installation requires a minimum 70 kVA backup generator to maintain energized loads including exterior lighting during replacement, while ATS#4 replacement can be performed on a weekend without requiring backup generation. Accessory 131 (ASCO) may be excluded if manufacturing timelines exceed the requested completion period, provided equivalent manufacturer alternatives meeting SOW functions are substituted. For the 260A transfer switch, ASCO Series 300 is acceptable as an alternative to Series 7000; the specification requires 260A, 4-pole, 480V, 60Hz, open transition with switched neutral in a NEMA 1 enclosure. The switch must include manual retransfer functionality equivalent to Feature 6DL, source-acceptability and pre-/post-transfer relay functions equivalent to 31BG requirement with auxiliary contacts, and required communications, historical event logging, Ethernet/SCADA interface, metering, surge protection, and seismic certification. For the 400A transfer switch configuration, ASCO 7000 is acceptable with accessory 40JB included if required by the manufacturer for bottom-entry emergency-source conductor arrangement, and Accessory 150A shall replace 150B since integral maintenance bypass is not required. Appendix B corrections specify ATS-4 electrical rating at 260A and ATS-2 remaining rated at 400A.

RFQ 19PE5026Q0041 - Automatic Transfer Switch Installation

Questions & Answers

P1. The SOW requires a “complete set of fuses” and a “complete set of relays.”

Please confirm whether the requirement is for one (1) complete set of each for the entire project, or one (1) complete set of each for each ATS.

A1. Please don’t consider in the proposal any extra fuses and relay.

P2. The solicitation requires critical loads to remain energized during performance, except for planned and approved short-duration switchovers or outages.

Please provide the estimated critical load, in kW or kVA, that must remain energized during the replacement/cutover of each ATS.

A2. The installation of ATS#2 will require to have a generator 70KVA (Minimum) to have energized the loads including the exterior lighting. The replacement of ATS#4 will be performed in a weekend and doesn’t require to have a backup generator

P3. Is Accessory 131 required in all circumstances?

A3. Accessory 131(ASCO) may be excluded if the manufacturing timelines extend beyond the requested completion period. This same approach applies to other manufacturers with equivalent certification.

P4. Which proposed configuration is preferred for the 260A transfer switch: ASCO

Series 300 or Series 7000?

A4. ASCO Series 300 is acceptable. Replace 150B with 150A or equivalent non-bypass components. If a package references a discontinued or legacy component, the offeror shall provide a current, factory-supported equivalent that meets the same SOW functions. Features that are standard or software-enabled do not have to appear as separate option codes, but the offeror shall expressly confirm that they are furnished and enabled.

• 260A, 4-pole, 480 V, 60 Hz, open transition, switched neutral, NEMA 1 enclosure.

• Manual retransfer functionality equivalent to Feature 6DL, enabled at commissioning.

• Source-acceptability and pre-/post-transfer relay functions equivalent to the specified 31BG requirement, plus the required auxiliary contacts.

• Required communications, historical event logging, Ethernet/SCADA interface, metering, surge protection, seismic certification.

P5. Configuration ASCO 400A Transfer switch

A5. ASCO 7000 is acceptable for the 400A transfer Switch and accessory 40JB shall be include if it is required by the manufacturer to provide the observed bottom-entry arrangement for the emergency-source conductors. A different factory configuration may be offered only if it provides an equivalent, manufacturer-approved bottom-entry arrangement and meets all SOW requirements. Accessory 150A shall be used instead of 150B because an integral maintenance bypass is not required.

P6. Clarification about Appendix B Specification table

A6. Appendix B is corrected as follows:

• ATS-4 electrical rating from 400A to 260A.

• ATS-2 remains rated 400A.
