About this file
This is a Questions and Answers document for RFQ 19PE5026Q0039 addressing contractor inquiries regarding a water treatment system installation for Cooling Towers 1 & 2 at an Embassy facility.
The document clarifies eight key project requirements and constraints. DBA insurance is mandatory despite the 25 business day maximum installation period. The make-up water source is the municipal water network, subsequently stored and treated before cooling tower supply. The existing treatment system currently uses corrosion inhibitor (sodium hydroxide with Dispersan Antiscalant), microbiocide, and sodium hypochlorite, with dosing controlled by time intervals rather than water quality parameters; the project will transition to condition-based purge triggered by conductivity and other water quality parameters. Current water quality data provided includes pH of 8.94, conductivity of 3,210 µS/cm, and total alkalinity of 23.9 mg/L as CaCO₃, with complete analysis reports to be furnished to the awarded contractor. Installation work will not occur on the Chancery roof, with an applicable escort ratio of one Embassy escort per five contractor personnel and an anticipated crew of approximately five workers. The full-time Supervisor may fulfill both technical water treatment specialist and safety compliance responsibilities without a separate dedicated safety officer. The Embassy does not have shareable existing piping drawings or tie-in point documentation; contractors who attended the mandatory site visit performed field measurements and verification, while those who did not must base proposals on solicitation-provided information.

RFQ 19PE5026Q0039 - Water Treatment System for Cooling Towers 1 & 2
Questions & Answers
P1. Given that the installation phase per the SOW is limited to a maximum of 25 business days, does the intermittent/short-term waiver referenced in DOSAR 652.228-71(c) apply to this contract, or is DBA insurance mandatory regardless of the short performance period?
A1. DBA insurance is required.
P2. Please indicate the source of the make-up water supplying the cooling tower system (municipal network, well, storage tank, etc.)
A2. The make-up water source is the municipal water network. The water is subsequently stored and treated before being supplied to the cooling tower system.
P3. If a chemical treatment program is currently in place, please indicate the type(s) of chemical(s) used and the current dosing rate(s).
A3. There is an existing water treatment system; however, it was not specifically tailored for the new Maley Cooling Towers. Chemical dosing and system blowdown are currently controlled based on time intervals rather than water quality parameters.
The chemicals currently used are corrosion inhibitor (sodium hydroxide mixed with
Dispersan Antiscalant), microbiocide, and sodium hypochlorite.
P4. Please provide the current water analysis report for the circulating/make-up water, including at minimum: pH, total hardness, conductivity, total alkalinity, total suspended solids (TSS), chlorides, and silica, along with the sampling date.
A4. The complete water analysis reports will be provided to the awarded contractor.
The current available water quality values are:
▪ pH: 8.94
▪ Conductivity: 3,210 µS/cm
▪ Total alkalinity: 23.9 mg/L as CaCO₃
The sampling date and the remaining parameters requested are included in the complete reports that will be provided to the awarded contractor.
P5. If the system currently has a blowdown/purge cycle, please indicate the purge rate/volume and the criteria or frequency triggering it (continuous, conductivity-based, scheduled, etc.)
A5. The current system operates the purge cycle based on a preset frequency. The project will change the system to a condition-based purge, triggered by water quality parameters such as conductivity.
P6. The SOW does not specify an escort-to-personnel ratio. Is there a limit on the total number of contractor personnel (technicians, helpers, etc.) that may work simultaneously on the Chancery roof, based on the number of escorts the Embassy can provide?
A6. The installation work for this project will not be performed on the Chancery roof. The applicable escort ratio is one Embassy escort for every five contractor personnel (5:1). We anticipate that a crew of approximately five workers will be sufficient to complete the work.
P7. Per SOW items 3.1 and 4.1, the full-time Supervisor is described as both the technical water-treatment specialist and the person responsible for safety compliance. Is a separate dedicated safety officer (prevencionista de riesgos) also required on site, or may these responsibilities be fulfilled by the same Supervisor?
If a separate safety officer is required, please indicate the minimum qualifications/profile.
A7. No separate dedicated safety officer is required. The safety responsibilities may be fulfilled by the working Supervisor.
P8. Does the Embassy have an existing drawing or layout of the work area showing the current piping routing, to assist with locating tie-in points and taking field measurements during the site visit, or is the contractor expected to perform the full survey independently? Additionally, please indicate where the blowdown/purge discharge from the new system should be routed (discharge point, available drain line, etc.).
A8. he Embassy does not have a shareable drawing showing the existing piping routing and tie-in points. The necessary field measurements and verification of existing conditions were to be performed during the site visit, which has already taken place. Contractors who did not attend the site visit shall base their proposals on the information provided in the solicitation.
