SECTION B - STATEMENT OF WORK

1. Project Identification Project Title: Comprehensive Stone Flooring Grouting Repair and Remediation Location: U.S. Embassy Asunción Project Type / Nature of Project: Construction – Restoration (Civil Works) Discipline: Civil Engineering (Grout removal, joint preparation, grout installation, surface sealing) Date: May 2026

2. Purpose

The purpose of this Scope of Work is to define the requirements for the complete removal and replacement of all defective grout joints in stone flooring and paving throughout the U.S.

Embassy compound. The work includes removal of improperly installed grout and sand fill, joint preparation, resetting of loose pavers, installation of expansion joints, application of specification-compliant grout to full depth, and sealing of limestone surfaces. The project aims to restore safety, eliminate trip hazards, prevent further deterioration of stone pavers, and ensure long-term structural integrity in accordance with U.S. Department of State (DoS), International Building Code (IBC), original construction specifications, and local Paraguayan regulations.

3. Background

Since January 2023, the Embassy compound has experienced widespread grouting failures in stone flooring and paving. These deficiencies were formally documented in Warranty Claim #9, submitted on January 23, 2023, identifying approximately 2000 square meters of damaged grouting in roads, sidewalks, and driveways throughout the compound, including areas around the CCAC, MCAC, NOB, and SPX buildings. The warranty request noted that the problem was "worsening day by day."

In November 2024, ZGF Architects (the project designer) and AECOM conducted a comprehensive on-site inspection at the request of the Office of Overseas Buildings Operations (OBO). The investigation revealed the root cause of the failures: grout joints were improperly installed from the outset—filled with sand and only a thin layer of grout (1/8" to ½") on top— rather than being filled to full depth with latex-modified grout as specified in the construction documents (Specification Section 321400 – Unit Paving).

The improper installation has resulted in:

• Grout material evacuating from joints, leaving voids and unstable surfaces

• Pavers are becoming loose and rotating due to torsional stress

• Safety hazards for staff and visitors walking on affected surfaces

• Progressive deterioration despite limited repair attempts

Between late 2025 and January 2026, the construction company completed limited repairs to areas with visible grouting damage and submitted their completion report in January 2026.

However, these repairs did not address the systemic nature of the deficiency, and large areas of damaged grouting throughout the compound remain unrepaired.

The affected areas include:

• Entrance Plaza

• Entrance Courtyard

• NOB/MSGR breezeway

• Public side of the CCAC

• Consular Court

• Pedestrian walkways and pathways

• Vehicular roadways and motor courts

• Interior stone flooring throughout the NOB building

• Staff and Consular Gardens

• Motor Pool Plaza and pathways

• Others

From the outset, Post and OBO have recognized that comprehensive remediation of the entire grouting system is necessary rather than continued patchwork repairs. This project will completely redo the grouting work to proper standards as specified in the original construction documents, providing a permanent solution rather than temporary fixes.

4. Scope of Work

The contractor shall provide all labor, materials, tools, equipment, supervision, insurance, and transportation necessary to perform the following tasks:

4.1 Site Survey and Documentation

• Conduct a comprehensive survey of all stone paving and flooring areas to identify the full extent of grouting deficiencies

• Document existing conditions through detailed photography and written reports

• Identify all pavers that have separated from the setting bed

• Locate all expansion/isolation joints per construction documents (CMPD C112A –

Jointing Plan)

• Prepare a detailed work plan identifying repair zones and sequencing

4.2 Grout and Sand Removal

• Remove all existing defective grout, sand, and debris from joints down to the setting bed throughout approximately 2000+ square meters of affected areas

• Clean joints thoroughly using appropriate mechanical methods without damaging stone pavers or setting bed

• Protect drains, mechanical systems, and adjacent surfaces throughout the removal phase

• Collect, load, and transport all debris to an authorized disposal site in compliance with environmental regulations

4.3 Paver Testing and Resetting

• Test all pavers for proper adhesion to the setting bed

• Identify and mark all loose or unstable pavers

• Remove loose pavers carefully to avoid damage

• Clean substrate surfaces thoroughly per manufacturer's instructions

• Repair setting bed where damaged or deteriorated

• Reset all loose pavers using appropriate mortar/adhesive per original specifications

• Allow proper curing time before grouting operations

4.4 Expansion Joint Installation

• Identify and mark all expansion/isolation joint locations per construction documents (CMPD C112A and CMPD L511)

• Install joint filler and sealant at all expansion/isolation joints per details on CMPD L511

• Ensure expansion joints are properly sealed and comply with original design intent

• Use approved sealant materials suitable for exterior applications and compatible with stone materials

4.5 Grout Installation

• Supply and install latex-modified grout compliant with Specification Section 321400, Section 3.4.I (exterior) and Section 096340 (interior)

• Use approved grout color matching original design intent (submit samples for approval)

• Force grout into joints to ensure complete filling to full depth

• Ensure no voids or air pockets remain in grout joints

• Tool joints as specified in construction documents

• Maintain proper joint width and depth throughout

• Protect newly grouted areas during curing period

• Follow manufacturer's instructions for mixing, application, and curing

4.6 Surface Sealing

• Apply sealant on limestone pavers per Specification Section 321400, Section 3.5.D

• Ensure surfaces are clean and dry before sealant application

• Use approved sealant products suitable for exterior stone applications

• Follow manufacturer's application and curing requirements

4.7 Cleaning and Final Restoration

• Clean all work areas, remove dust, residues, and construction waste

• Perform final wash of all stone surfaces using approved cleaning methods and products
