About this file

This is a Questions and Answers document for RFQ 19NP4026Q0028, a pest control services solicitation for the U.S. Embassy in Nepal. The document does not contain a specific award date or response deadline within its content.

The solicitation requires fixed hourly rates that encompass wages, overhead, general and administrative costs, materials, insurance, taxes, and profit. All routine pest control expenses—including pesticides, bait gels, rodent bait, bait stations, traps, personal protective equipment, small tools, reporting, and transportation—must be incorporated into the hourly rates with no separate reimbursement. The Government confirmed it cannot provide historical usage data due to variable pest issues by location and season. Non-routine materials and special equipment, such as extensive termite treatment materials, scaffolding, manlift/crane support, or solar-panel protection, will be handled through separate Scopes of Work and Purchase Requests. The contract explicitly excludes bird and pigeon control services. Each task order will identify the specific location, pest issue, approved treatment approach, expected labor categories and hours, and access requirements before pricing finalization. Offerors may request pre-quotation site visits by contacting gurungs10@state.gov by August 5, 2026 (5PM local time). Locally available pesticide equivalents may be proposed when Department-authorized products are unavailable in Nepal, subject to POSHO approval via submission of Safety Data Sheets and labels. The 627-hour maximum applies to each contract period individually, not cumulatively across base and option years. The Base Year Entomologist estimated hours total 50 hours. An active pest control contract (19NP4021D0003) currently covers the same Embassy properties.

Answers to Clarification Questions – RFQ 19NP4026Q0028 Pest Control Services, Nepal

1. Section B requires fixed hourly rates that include wages, overhead, G&A, materials, insurance, taxes, and profit. Please confirm whether the Government can provide historical usage data, including prior number of service calls/task orders per year, treatment frequency by location, typical labor hours per visit, and historical pesticide/material usage.

Pest issues vary from location and season. We can not provide historical data.

2. If historical usage data is not available, to allow offerors to prepare a reasonable and comparable fully burdened hourly rate, please provide an estimated annual quantity or expected usage basis for routine materials, including pesticides, bait gels, rodent bait, bait stations, traps, termite treatment materials, mosquito/drain treatment materials, and other normal pest-control consumables.

Quantity of materials depends on type of pest issues and location. Historical usage data may not be reasonable and comparable.

3. Please confirm whether routine pesticides, bait, traps, bait boxes, PPE, small tools, reporting, transportation, and normal pest-control consumables must be included in the fixed hourly rates with no separate reimbursement.

As mentioned in B.2 Type of Contract, expenses must be included in the fixed hourly rates with no separate reimbursement.

4. Please confirm how non-routine materials or special equipment will be handled, including pigeon exclusion materials, netting, spikes, solar-panel protection, extensive termite treatment materials, scaffolding, manlift/crane support, or other special access equipment. Should these be included in the hourly rates, or will they be separately defined and negotiated under individual task orders?

This contract does not cover bird/pigeon control. For hourly rate please see question #3. Non-routine materials or special equipment like solar-panel protection, extensive termite treatment materials, scaffolding, manlift/crane support, or other special access equipment will be handled by creating separate pest-related Scope of Work (SOW) as necessary and by submitting separate Purchase Request (PR).

5. Exhibit 4 identifies pigeon infestation at solar panels, roofs, and CAC/Sally Port areas. Please confirm whether pigeon control is included in the contractor’s scope. If yes, please define the expected services, such as removal, deterrent installation, netting/spikes, cleaning, disinfection, or access equipment.

This contract does not cover bird or pigeon control.

6. Please confirm whether the Government will conduct a pre-quotation site visit, or whether offerors may request access to inspect the listed locations before quotation submission.

A pre-quotation site visit to provide upon request, interested vendors are requested to contact gurungs10@state.gov by August 5, 2026 (5PM local time).

7. Please confirm whether locally available pesticide equivalents may be proposed when the exact Department-authorized products are not available in Nepal, subject to COR/POSHO/SHEM review and approval.

Vendors can submit Safety Data Sheet (SDS) and label for the locally available pesticide for POSHO approval prior to application on Embassy properties.

8. Please confirm whether each task order will identify the specific location, pest issue, approved treatment approach, expected labor categories/hours, and any unusual material or access requirements before the task order price is finalized.

Post confirms that each Task Order will identify the specific location, pest issue, approved treatment approach, expected labor categories/hours, and access requirements before the task order price is finalized. Any unusual materials, if required, will be finalized during site inspection/e-mail and by issuing a separate Purchase Request pertaining to the specific pest control related work.

9. Please confirm whether the 627-hour maximum applies to each contract period individually or to the total contract including the base and all option years.

Post confirms that the 627-hour maximum applies to each contract period individually.

10. Please confirm whether the Base Year Entomologist estimated hours should be 52 hours as shown in Section B.4 or 50 hours as shown in Exhibit 5 sample cost proposal.

The Base Year Entomologist estimated hours should be 50 hours, not 52. Typo in Section B.4. Please use 50 hours during quote submission as shown in Exhibit 5 sample cost proposal.

11. Please confirm whether the Government currently has an active or recent pest control service contract covering the same or similar Embassy properties. If so, can you please provide the contract number and period of performance, if available.

Government does have an active pest control service contract covering the same Embassy properties. Contract# 19NP4021D0003
