SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The required response date/time has changed from 20-Apr-2020 05:00 PM to 27-Apr-2020 05:00 PM.
The following have been added by full text:
OFFERORS QUESTIONS AND ANSWERS
Question #1: Cost proposal submission clarification
Section L3.3.4 Cost Volume (pg.130 of 149)
Section I Total Cost Summary CLINs 0001: States that detailed pricing will be provided using Attachment A, which was the provided file with the RFP named: “Attachment 1 Cost Summary Report.xlsx”.
For CLINs 0003-0018 (FFP) and CLINs 0019-0022 (NSP), the RFP states that no cost information is required.
The final sentence then states that “The proposed costs shall be provided in the format included as
Attachment (A), Total Cost Summary”
Please clarify that the Attachment A only applies to costing for CLINs 0001.
Answer #1: All mention of the Cost Summary Report Attachment has been removed. The Cost Summary Report Attachment is not required.
Question 2: Confirm “Pass thru Rate” definition (pg. 131 of 149)
As written, the RFP’s pass thru rate cap of a rate “Not To Exceed 8%” appears to limit the total G&A applied to any subcontractor costs incurred by the prime contractors.
Please
Confirm that is the intent, rather than limiting the NTE rate to any subcontractor tasks for which the prime contractor provides no value added to the effort.
Confirm that since only CLINs 0001 and 0002 are reimbursable, that the NTE limit, if any, only applies to those CLINs.
Answer #2: The “Not to Exceed 8%” language regarding pass-through has been removed from page 131 of the RFP.
Question 3: Due to the unusual circumstances of the COVID-19 virus affecting our workforce, we respectfully request a 2 week extension to the 20 April 2020 due date found on page 1, block 9.
Answer #3: As the need for this requirement is very urgent, the program is unable to extend two (2) weeks.
NSWCPD agrees to extend one (1) week in order to allow bidders more time to generate proposals. The new due date for proposals is 27 April 2020.
