SECTION B - STATEMENT OF WORK

B. STATEMENT OF WORK

B.1. PROJECT NAME AND LOCATION

The Contractor shall furnish and install all materials required by this contract for construction services in support of the Department of State's (dos) Mission:

Project Id:

Asphalt Resurfacing Work

Location:

Villa Otium located at Nobels Gate 28 Oslo, Norway.

B.2. STATEMENT OF WORK

B.2.1. Background and Objective

The U.S. Department of State (DOS) requires a qualified Contractor to provide all labor, materials, equipment, transportation, supervision, and other services necessary to repair and repave the existing road/driveway and two

(2) walkways at the Chief of Mission Residence (CMR).

The existing asphalt pavement has deteriorated in several areas due to previous construction activities, potholes, soil settlement, normal wear, and other localized damage.

The objective of this project is to restore the affected paved areas by properly preparing the existing surfaces and underlying base, correcting drainage and settlement issues, and installing new asphalt surfaces that are durable, properly compacted, uniform, and provide positive drainage.

The project consists of two distinct portions of work with different requirements:

1. Road/Driveway – approximately 1,300 m²: Mill and remove the full thickness of the existing asphalt, expose and prepare the underlying gravel/base, repair deficient areas, restore the required drainage slopes, and install new asphalt.

2. Two Walkways – approximately 400 m²: Retain and prepare the existing asphalt surface, apply tack coat/bonding coat, and install a new asphalt overlay.

B.2.2. General Project Scope

The Contractor shall provide all services necessary for the repair and repaving of approximately 1,700 m² of existing paved surfaces, consisting of:

• Approximately 1,300 m² of road/driveway; and

• Approximately 400 m² comprising two (2) walkways.

All quantities and dimensions provided in this Statement of Work are approximate. The Contractor shall verify site conditions, dimensions, quantities, elevations, drainage conditions, access requirements, and the extent of the required work prior to submitting its proposal.

Contractors are strongly encouraged to participate in the site walkthrough and verify all measurements and existing conditions.

All paving work shall be performed by experienced paving personnel using equipment appropriate for the size and nature of the project and in accordance with applicable Norwegian standards and generally accepted paving industry practices.

B.2.3. Portion 1 – Road/Driveway Rehabilitation

The Contractor shall completely rehabilitate approximately 1,300 m² of the existing road/driveway.

The work shall include milling and removal of the full thickness of the existing asphalt, inspection and preparation of the underlying gravel/base, correction of areas affected by potholes and settlement, restoration of the required drainage profile, repair of one (1) sunken curb slab, and installation of new asphalt.

A. Milling and Removal of Existing Asphalt

a. The Contractor shall mill and remove the full thickness of the existing asphalt pavement from the designated road/driveway area, exposing the underlying gravel/base layer.

b. No specific milling depth is established. The Contractor shall remove the existing asphalt to the depth necessary to fully expose the underlying gravel/base throughout the designated road/driveway area.

c. The Contractor shall perform the milling and removal operations in a manner that minimizes disturbance or damage to the underlying base and adjacent surfaces.

d. All removed asphalt, debris, and other waste generated by the work shall be collected, transported, recycled, or disposed of in accordance with applicable Norwegian environmental requirements.

B. Inspection, Repair, and Preparation of Gravel/Base

a. Following removal of the existing asphalt, the Contractor shall inspect the exposed gravel/base for settlement, potholes, depressions, soft areas, instability, inadequate compaction, or other deficiencies that could affect the performance of the new pavement.

b. Areas associated with existing potholes, settlement, or other pavement failures shall be properly repaired prior to installation of the new asphalt.

c. Where necessary, the Contractor shall remove loose, unstable, or unsuitable base material.

d. Where additional material is necessary to correct potholes, depressions, settlement, or elevations, the Contractor shall provide and install suitable gravel/base material compatible with the existing base.

e. The Contractor shall grade and smooth the exposed gravel/base as necessary to establish the required elevations, drainage profile, and a stable and uniform surface suitable for paving.

f. All new, disturbed, repaired, or reworked gravel/base material shall be properly compacted in accordance with applicable Norwegian standards and accepted paving industry practices prior to placement of new asphalt.

g. The Contractor shall not place new asphalt over loose, unstable, saturated, inadequately compacted, or otherwise unsuitable base material.

h. If significant unforeseen deterioration or unsuitable subsurface conditions are discovered, the Contractor shall notify the COR before proceeding with work affecting those conditions.

C. Grading and 1% Drainage Slope

a. During preparation of the gravel/base, the Contractor shall grade the road/driveway to restore an approximate 1% cross slope from the center/high point of the road toward the outer edges.

b. The purpose of the required slope is to direct rainwater away from the center of the paved surface toward the edges and existing drainage paths.

c. The required drainage profile shall be established through proper grading and preparation of the underlying gravel/base prior to asphalt installation. The new asphalt shall follow the properly prepared elevations and drainage profile.

d. The Contractor shall ensure appropriate transitions to existing drainage points, curbs, entrances, gates, walkways, and other adjacent surfaces.

e. The completed road/driveway shall provide continuous positive drainage and shall not contain depressions or low points that result in standing water.

D. Drainage Around Tree Island

a. Particular attention shall be given to the paved area surrounding the existing tree island.

b. The Contractor shall grade the gravel/base and finished pavement surrounding the tree island to provide an approximate 1% outward slope away from the island in all applicable directions.

c. The finished pavement shall direct rainwater away from the tree island and toward the surrounding drainage paths.

d. The completed pavement shall not direct or trap water against the tree island.

e. The Contractor shall provide smooth transitions between the drainage profile surrounding the tree island and the remainder of the road/driveway.

g. Ensure that the repaired curb does not obstruct or adversely affect the required drainage of the road/driveway.

h. Repair any adjacent areas disturbed by the work and provide a smooth and uniform transition to the new asphalt.

F. Installation of New Asphalt

Following completion of the gravel/base preparation and grading:

a. The Contractor shall ensure that the prepared base is stable, properly compacted, correctly graded, and suitable for asphalt installation.

b. The Contractor shall install Asphalt Gravel Concrete (AGB) 11, or an Embassy-approved equivalent, throughout the designated road/driveway area.

c. The new asphalt shall have a minimum final compacted thickness of 6 cm.

d. All pavement thicknesses specified in this Statement of Work are compacted thicknesses. The Contractor shall place sufficient asphalt mixture to achieve the specified thickness after rolling and compaction.

e. The asphalt shall be placed and compacted using equipment appropriate for the size and configuration of the work area.

f. A suitable tandem roller shall be used for final rolling and finishing.

g. The completed asphalt shall be dense, smooth, stable, properly compacted, and uniform in appearance.
