About this file
This is Amendment 0001 to Solicitation 19MX5326R0004 for Group Life Insurance Services issued by the U.S. Embassy Mexico City GSO Contracts office, with an effective date of June 24, 2026.
The amendment revises the proposal submission deadline from July 29, 2026, to July 13, 2026, at 12:00 hours local time, with submissions to be directed to MexicoCityGSOSolicitations@groups.state.gov. The Contractor shall provide Group Life Insurance services to employees of the United States Government in the Embassy and Consulates in Mexico. Key modifications include: adding a Historical Claim Report 2021-2026 showing death claims and permanent disability data; adding USG and ORE employee lists as separate PDF attachments; clarifying that the Contractor must conduct at least one annual employee information session in Spanish with English language support; establishing that the Project Manager must possess a minimum B2 level English language proficiency certification (CEFR) from recognized testing organizations such as Cambridge English, TOEFL, or IELTS, submitted within 30 days of contract award; and defining "Rate" as the monthly or annual premium per insured individual by category. Additional revisions address settlement of life insurance claims within 60 days, requiring the Contractor to determine appropriate documentation for claim entitlement while prohibiting requests for non-contractually-required documents; enhanced administrative records requirements; and expanded quarterly and insured employees reporting requirements to include date of birth, gender, and employee category. The amendment also adds paragraph numbering throughout Sections F, G, H, and L for readability purposes without altering substantive contract terms.
