SINGLE SOURCE JUSTIFICATION NOT EXCEEDING THE SIMPLIFIED ACQUISTION

SECTION 2: NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED
FAC requires approval for the procurement of Original Equipment Manufacturer (OEM) NOTIFIER spare parts on a brand-name basis. These spare parts are required for the NEC fire system.
SECTION 3: DESCRIPTION OF SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS
FAC requests approval to procure Original Equipment Manufacturer (OEM) NOTIFIER spare parts for the fire alarm system at the New Embassy Compound (NEC) on a brand-name basis.
OBO has reviewed and approved the attached spare parts list and directed that replacement components be limited to the specified NOTIFIER models to maintain system compatibility, configuration integrity, and manufacturer support. Replacement components must be fully compatible with the installed system architecture.
The estimated value of this procurement is $39,214.00 USD. All replacement parts must match the brand and model of the originally installed equipment to ensure compatibility with the existing fire alarm system, maintain critical life-safety functions, and preserve manufacturer warranties. Maintaining this inventory will enable the
FAC team to perform expedited component replacements, minimizing service disruptions and ensuring continuity of Embassy operations.

SECTION 4: IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING OTHER THAN
FULL AND OPEN COMPETITION
In accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1), the Contracting Officer has deemed only one source reasonably available based on the following:

SECTION 5: DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE
QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY

The NEC fire alarm system is a proprietary NOTIFIER life-safety system that was purpose-built using NOTIFIER components at every stage — from design and programming through testing and commissioning. This end-to-end integration means that every element of the system, including its software configurations, communication protocols, and hardware interfaces, was engineered to function as a unified NOTIFIER ecosystem. The requested spare parts are OEM replacement components specifically manufactured to operate within this installed system architecture. Introducing non-OEM components would disrupt this carefully engineered compatibility, potentially requiring costly system reconfiguration, additional third-party testing, and re-certification — all of which introduce delays, financial exposure, and unacceptable risk to a critical life-safety system. Furthermore, the use of non-OEM parts may void existing manufacturer warranties, leaving the Government without recourse in the event of system failure and compounding long-term operational costs.
Maintaining a sufficient inventory of OEM NOTIFIER spare parts is not merely a logistical preference — it is an operational necessity. When components fail in a life-safety system, the ability to respond quickly and restore full functionality is paramount. Without readily available OEM parts, FAC technicians face extended lead times, sourcing uncertainty, and the risk of prolonged system downtime that could leave personnel and facilities without adequate fire protection. An on-hand inventory of certified NOTIFIER replacement components ensures that technicians can execute timely repairs with confidence, preserving the continuity of critical life-safety functions and maintaining compliance with applicable safety regulations. Accordingly, the Government has determined that only OEM NOTIFIER replacement parts can satisfy the agency's minimum technical, safety, and operational requirements — and that procuring these parts represents the most responsible and cost-effective path forward.
SECTION 6. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST
TO THE GOVERNMENT IS FAIR AND REASONABLE
By signing the justification, the Contracting Officer makes a determination that the price to the Government is anticipated to be fair and reasonable.
SECTION 7. CERTIFICATIONS
All reviews and approvals should be completed in the order listed unless otherwise authorized or required.
