About this file
This is a RAP Mix Design Specification document and solicitation issued by PennDOT (Pennsylvania Department of Transportation) for Beaver County requesting quotes for plant-mixed asphalt products containing recycled asphalt pavement (RAP) material with a maximum of 50% RAP by weight. The specification details Superpave asphalt mixture design requirements for 19mm binder course (leveling) material using PG 64S-22 or PG 58S-28 virgin binder grades, with RAP percentages ranging from 15-50% and specific binder content and air void specifications. The solicitation encompasses two sections: Section 30 requiring 7,000 tons of Department force pick-up, 200 tons of vendor delivery, and 1,000 tons of vendor delivery with millings hauling; and Section 40 requiring 15,000 tons of Department force pick-up, 200 tons of vendor delivery, and 1,000 tons of vendor delivery with millings hauling. The awarded vendor will also receive approximately 5,500 tons of RAP millings per section delivered to the vendor's plant closest to the jobsite. Deliveries are scheduled between March 30, 2026 and November 30, 2026, with a potential 90-day extension period. The deadline for submitting questions is February 13, 2026 at 11:00 AM EST, and bids will be publicly opened virtually via Microsoft Teams on February 18, 2026 at 11:01 AM EST. All deliveries must be coordinated with the Department with expected delivery within 3 calendar days of notification, at a rate of 150-175 tons per hour depending on the project.
Vendors must bid on a per-ton basis for the 19mm binder mix and are responsible for developing and testing mix designs subject to approval by the District Materials Manager. Material acceptance will be by certification, requiring daily material certifications, weight tickets, and millings return documentation emailed to designated Department contacts. The material will be distributed across multiple state routes within Section 30 and Section 40 of Beaver County. Bidders must submit a Worker Protection and Investment Certification Form (BOP-2201) certifying compliance with all applicable Pennsylvania state labor and workforce safety laws. There is no Small Diverse Business (SDB) or Veteran Business Enterprise (VBE) goal, though bidders are encouraged to subcontract with such firms. The solicitation number is 6100065323, and Kathy Guthrie serves as the Roadway Programs Coordinator and primary point of contact for Beaver County.
