SECTION B - STATEMENT OF WORK

B.1 INTRODUCTION

The U.S. American Embassy Chisinau, Moldova requires repaving of damaged asphalt pavement at various areas of the compound interior parking area. Over the past 30 years, asphalt and concrete have become a patchwork of repairs for various reasons. Multiple areas are breaking up due to freeze/thaw cycles, and several areas are experiencing dips in the asphalt from settling of the subsurface soil. Two areas, in particular, are a safety hazard for walking and forklift operations because of uneven surfaces.

The contractor shall remove the surface layer of cracked, broken, or damaged asphalt pavement sections and pave the new asphalt pavement in all designated areas of the compound parking.

The total estimated area in need of repaving is 2000 sq meters. Before bid submittal, the contractor shall visit the site to measure and verify the total area or resurfacing needed (in sq.

meters)

The Contractor’s employees will be escorted by the Embassy staff throughout the time they are at the work site. The contracting officer’s representative (COR) will oversee the performance of the work in progress.

The project drawings will be provided in a separate document designating areas to be resurfaced, as well as surveyed utilities, and topographical survey.

B.2 DESCRIPTION OF WORK

B.2.1 REMOVAL AND PREPARATION WORK

B.2.1.1 The contractor shall break up and remove the damaged and sunk asphalt pavement by 70mm to expose the aggregate and/or soil subsurface in all areas designated on compound drawings. Contractor may use chisels, jackhammers, diamond blade saws and/or grinders, and other acceptable tools for this purpose.

B.2.1.2 The contractor shall grind down or chisel concrete patchwork areas that are cracked and/or crumbling by 70mm to provide a firm substrate. Contractor may use chisels, jackhammers, diamond blade saws and/or grinders, and other acceptable tools for this purpose.

B.2.1.3 The contractor shall provide temporary safety barrier and construction sign at the construction area, and work with the Embassy Safety Coordinator for proper safety requirements.

B.2.1.4 All the noise, smell, and hot work shall be done during normal work hours unless otherwise specified by COR. Weekend and after-hours work will be assessed upon request and subject to approval of COR and RSO. The contractor shall receive approval of the hot work before the work begins.

B.2.1.5 In the event that the contractor causes any damages, the contractor shall repair the damages at their own expense.

B.2.1.6 The contractor shall keep the site clean on a daily basis during the working period.

B.2.1.7 The contractor shall dispose of all the construction debris upon approval by the COR and submit a certificate of legal disposal of construction debris.

B.2.1.8 The contractor shall wear the personal protective equipment (PPE) and safety harness.

B.2.1.9 The contractor shall insure that the existing asphalt level and the new asphalt surface finishes are level for the COR’s approval.

B.2.2 EARTH WORK

B.2.2.1 The contractor shall submit the existing asphalt pavement level topographical survey report to the COR prior to the earth work. The topographical survey report shall include existing facilities such as concrete trench, manhole, valve box, and adjacent asphalt pavement.

B.2.2.2 The contractor shall submit the proposed topographic drawing showing the final asphalt pavement level for the COR’s approval prior to the earth work. The drawing shall specify final asphalt pavement level around existing facilities including concrete trench, manhole, valve box, and adjacent asphalt pavement. The drawing shall represent how to drain off the rain water. Only after receiving the COR’s approval for commencement of the earth work, the contractor shall start the earth work.

B.2.2.3 Before excavation, the contractor shall inspect the existing underground utility lines.

B.2.2.4 If there are unidentified underground utilities found during the excavation work, the contractor shall immediately stop excavation and report the findings to the

COR and Safety Coordinator.

B.2.2.5 After excavation, the contractor shall compact the existing unbound-aggregate base course to form new subgrade, and refill areas missing or otherwise deficient of aggregate.

B.2.2.6 Backfill material shall consist of satisfactory material, select granular material, or initial backfill material as required. Backfill shall be placed in layers not exceeding 150 mm loose thickness for compaction by hand operated compaction machine and 300 mm loose thickness for other than hand operated machines, unless otherwise specified. Initial backfill shall consist of select granular material or satisfactory materials free from rocks 50 millimeters (2 inches) or larger in any dimension or free from rocks.

B.2.3 ASPHALT PAVEMENT WORK

B.2.3.1 The contractor shall provide 70 mm thick of asphalt pavement in all areas designated on drawings.

B.2.3.2 The asphalt pavement shall meet the KSF 2357 (Aggregates for asphalt mixture) and KSF 2349 (Hot mix asphalt mixture).

The mixture ratio of prime coat is 1.5 liter per square meter. The contractor shall apply enough prime coats to penetrate and seal but not flood surface. The contractor shall cure the prime coat for minimum 72 hours. During spraying the prime coat, the contractor shall prevent prime coat from contaminating the adjacent area by covering them with clear plastic sheet. The prime coat shall be constructed only when the sub-base or existing pavement has no free water on the surface. The prime coat shall not be placed without ample time to complete spreading and rolling during daylight hours, unless approved satisfactory artificial lighting is provided.

B.2.3.6 The contractor shall place 100mm thick hot-mix asphalt surface course over the sub-base.

B.2.3.7 The contractor shall provide asphalt paver finisher, macadam roller, tire roller, and tandem roller for placing the hot-mix asphalt.

B.2.3.8 The maximum aggregate size of surface course shall be less than 12 mm.

B.2.3.9 The temperature of bitumen at time of mixing shall not exceed 150 degrees C.

The temperature of aggregate and mineral filler in the mixer shall not exceed 160 degrees C when bitumen is added. Overheated and carbonized mixtures or mixtures that foam shall not be used. Prior to placing of the surface Course, the sub-base shall be cleaned of all foreign or objectionable matter with power brooms and hand brooms.

B.2.3.10 The contractor shall finish placing the hot-mix asphalt before mix temperature cools 120 degree C.

B.2.3.11 After first strip has been placed and rolled, the contractor shall place succeeding strips and extend rolling to overlap previous strips.

The contractor shall compact hot-mix paving with hot, hand tampers or vibratory-plate compactors in areas inaccessible to rollers. The contractor shall complete compaction before mix temperature cools to 85 degree C.

B.2.3.13 The compaction shall be composed of breakdown rolling, intermediate rolling, and finish rolling.

The contractor shall examine surface immediately after breakdown rolling for indicated crown, grade, and smoothness. The contractor shall correct the lay-down and rolling operations to comply with requirements.

The contractor shall begin intermediate rolling immediately after breakdown rolling while hot-mix asphalt is still hot enough to achieve specified density. Continue rolling until hot-mix asphalt course has been uniformly compacted to the following density, depending on method selected by Contractor:

1) Average Density: 96 percent of reference laboratory density according to ASTM

D 6927 or AASHTO T 245, but not less than 94 percent nor greater than 100 percent.

2) Average Density: 92 percent of reference maximum theoretical density according to ASTM D 2041, but not less than 90 percent nor greater than 96 percent.

The contractor shall perform finish rolling to remove roller marks on the surface while hot-mix asphalt is still warm.

B.2.3.15 After final rolling, do not permit vehicular traffic on pavement until it has cooled and hardened. The contractor shall erect barricades to protect paving from traffic until mixture has cooled enough not to become marked
